BIR tutol sa pagbuo ng National Taxpayer Advocate Office

MANILA, Philippines – Tutol ang Bureau of Internal Revenue sa panukalang pagbuo ng National Taxpayer Advocate Office.

Ayon sa BIR, dinodoble lamang nito ang mga trabahong dapat ay ginagawa ng Court of Tax Appeals.

Kasabay ng pagdinig ng Senate Committee on Ways and Means ngayong Huwebes, Setyembre 15, sinabi ni BIR Deputy Commissioner Marissa Cabreros na ang ahensya ay sumusuporta sa Senate Bills 1077 at 1199 na ang layon ay suportahan ang “institutionalization of a Taxpayers Bill of Rights which will serve as guiding principle in formulating tax policies and promoting taxpayer awareness of their rights and protection.”

Bagama’t suportado ang panukalang batas, tutol naman si Cabreros sa pagbuo ng Office of the National Taxpayer Advocate na bahagi ng mga panukala.

“It merely transfers most of the powers of the BIR to the National Taxpayer Advocate and that powers and authorities given to it merely duplicate those being exercised by the Court of Tax Appeals and regular courts,” paliwanag pa ni Cabreros.

“Moreover, the proposed bills create additional expenditures for the government considering the hefty capital needed for the establishment of the Office of the National Taxpayer Advocate and its respective offices,” dagdag pa niya.

Sa ilalim ng panukala, ang Office of the National Taxpayer Advocate ay isasama sa ilalim ng Department of Justice samantala ang National Taxpayer Advocate naman ay magkakaroon ng undersecretary na ang magiging pangunahing trabaho ay tulungan ang mga taxpayers sa kanilang mga kailangan katulad ng registration, filling, payment of taxes, settling deficiency tax assessments at dispute.
