Catapang payag sa ‘controlled cellphones’; pagpapalaya sa 3K elderly PDLs, inihirit kay PBBM

MANILA, Philippines- Sinabi ni Bureau of Corrections (BuCor) officer-in-charge Gregorio Catapang Jr. nitong Huwebes na pinayagan niya ang persons deprived of liberty (PDLs) na makausap ang kanilang mga kaanak at mahal sa buhay gamit ang gadgets gaya ng phone o laptop kung saan pwedeng ma-record ang kanilang usapan.

Inihayag ni Catapang na humingi siya ng permiso mula kay Justice Secretary Jesus Crispin Remulla para sa BuCor o mismong si Catapang na magdala ng gadgets upang maiwasan ang mga kontrabando sa preso gaya ng cellphones, at gayundin upang mapigilan ang riot ng PDLs kapag hindi sila pinapayagan makipag-usap sa mga mahal sa buhay,.

“It will be a controlled cellphone. It’s monitored, there’s timer, it’s documented, the talks or the conversation will be recorded, if they allow it. I told them, no more illegal cellphones, only allowed cellphones,” aniya.

“You know, you cannot avoid the putting up of the cellphones because the prisoner would go into riot. They will riot because that’s the only relief that they can have to destress them so that they will be happy for the day. They need to talk to their friends, relatives, and their loved ones.”

Subalit, nang tanungin kung paani mare-record ng Bucor ang usapan sa phone at maiiwasan ang drug transactions sa mga pasilidad, sinabi ni Catapang na kailangan pa itong plantsahin.

“It’s not a cellphone, it’s a laptop computer. Parang it’s like what you use in the school during the pandemic. But we will look into this if there is an illegal thing,” pahayag niya.

“These are the things we’ll have to iron out because if you don’t allow them to talk with their relatives, friends, or loved ones, they will go on a riot and that would be a bigger problem,” patuloy ni Catapang.

Paglalahad pa ng opisyal, sa unang linggo niya sa opisina, halos 500 cellphones wang nakumpiska ng BuCor sa ilalim ng Oplan Paglilinis nito.

Gayundin, bilang bahagi ng jail decongestion project ng BuCor, sinabi niya na magiging “historic” kung papayagan ni Pangulong Ferdinand “Bongbong” Marcos Jr. na palayain ang 3,000 elderly inmates nito.

Sinabi niya na nakapagtala sila ng 3,086 PDLs na may edad 65 hanggang 96 sa kanilang mga pasilidad, at umaasa silang gagawaran ni Marcos ng executive clemency o parole.

“When you go around the other prison colonies, you would really pity them. They’re so old, they’re already in the wheelchair, they can’t move. I think they are having a hard time because they’re like in a sardines can,” ani Catapang.

Inihayag niya na plano ng BuCor na isumite ang mga pangalan ng matatandang PDLs sa Pangulo sa susunod na linggo.

“That will be a historic release for the old aged PDLs,” dagdag niya. RNT/SA
