Cayetano bill, magtuturo ng Filipino moral values sa paaralan, public at private offices

MANILA, Philippines-Magtuturo ng moral values sa lahat ng paaralan, pampubliko at pang-pribadong tanggapan ang panukala ni Senador Alan Peter Cayetano kabilang ang kahalagahan ng Filipino.

Tinaguriang “National Values, Etiquete, and Moral Uprightness Act, bibigyang kahalagahan ng panukala ang Filipino bilang isang komunidad na may universally accepted values na ginugusto ng lahat at ipinakakalat sa lahat ng kultura at panahon.

“As the Philippines develops and our economy tries to heal from the crisis brought by the pandemic, it is essential to strengthen our values as a Filipino People,” ayon sa panukala ni Cayetano.

“Just as we need to ensure that Filipinos have the capability to put food on their tables and have a roof over their heads, there is an even more pressing need to strengthen our common core values and inculcate universally acceptable moral standards,” dagdag niya.

“As their leaders, it behooves us to lead our countrymen into successful lives and as responsible, law-abiding, and patriotic citizens,” aniya.

Ipinaliwanag ni Cayetano na kahit kasama na sa Republic Act No. 11476 or the Good Manners and Right Conduct Act, ang ilang probisyon ng panukala, aanihin naman ng kabuuang b enepistyo nito sakaling maisabatas ang National Values, Etiquette, and Moral Uprightness Act.”

Nakatakda sa ilalim ng panukala, pamumunuan ng kalihim ng Department of Education ang itatayong Commission on Filipino Values.

Itatalaga nama ang Commission on Higher Education (CHED), tig-iisang kinatawan sa dalawang Kapulungan ng Kongreso kasama ang kinatgawan sa pangunahing religious groups sa bansa, ang pagsasagawa ng pambansang konsultasyon at sa pamamagitan ng consensus, magbubuo ng programa sa National Values, Etiquette and Moral Uprightness.

Inaatasan din ang CHED na lumikha ng draft roadmap sa implementasyon ng programa na isusumite sa Pangulo upang aprubahan.

Layunin din ng panukala na isama ang patriotism, national pride and identity, etiquette, moral uprightness, at social at online etiquette bilang bahagi ng curriculum sa lahat ng anta smula kindergarten, elementary, secondary, technical-vocational, at college institutions.

“The teaching of universally accepted Filipino values shall also be included in the curriculum, specifically Good Manners and Right Conduct, for elementary and high school, and the appropriate subject in other levels,” ayon kay Cayetano.

Layunin din ng panukala na lumikha ng modules sa patriotism, national pride and identity at moral uprightness, kabilang ang online at social etiquette, sa lahat ng tanggapan ng pamahalaan, government owned and controlled corporations, national agencies, local government units, at private sector.

“Employee orientation or training programs, as well as seminars, shall also be regularly held.,” anang panukala.

“Moreover, the measure mandates all government offices to have at least one Values Officer that will oversee the implementation of the policies,” dagdag ng panukala

“The measure also seeks the establishment of the Presidential Inter-Faith Council composed of leaders of religious organizations in the Philippines. They will be under the control and supervision of the President,” panghuli ng panukala. Ernie Reyes
