Cebu gov. sa mga opisyal na sumusuway sa face mask rule: ‘Are they exempted?’

MANILA, Philippines- Patuloy sa batuhan ng mga salita nina Department of Interior and Local Government (DILG) Secretary Eduardo Año at Cebu Governor Gwendolyn Garcia ukol sa opsiyonal na face mask policy, kung saan pinuna ng huli ang ilang opisyal na sila mismong lumalabag sa batas.

Sa press briefing nitong Biyernes, nabanggit ni Garcia na ilang opisyal ang kamakailan ay nakuhanan ng larawan na walang suot na mask sa loob ng air-conditioned rooms at sa mga lugar na maraming tao.

Aniya, labag ito sa protocols ng Inter-Agency Task Force for the Management of Emerging Infectious Diseases (IATF), at iginiit na maaari lamang tanggali ang face masks kapag kumakain o sa well-ventilated sports at activities.

“We arrest the poor guy walking on the street. He’s powerless, he has no authority, he is voiceless, he is nameless…basta arrest,” ani Garcia.

“…They insist to follow very strictly the IATF guidelines on the wearing of face mask because that is the law according to them.  But to whom is that intended for? Are they exempted? They don’t need to while the rest of us must follow the law?” dagdag niya.

Iginiit din ng gobernador na ang lokal na pamahalaan “continues to stand by the rule if law” with its recent executive order and subsequent ordinance on the optional wearing of face mask in well-ventilated and open venues.

Aniya, ang IATF resolution “doesn’t carry the force of law, not enacted by Congress, nor is that an  Order signed by the President.”

Matatandaang sinita ng DILG ang ordinansa at sinabing dapat umiral ang IATF guidelines sa COVID-19 response. Sinang-ayunan naman ito ng Department of Justice at Malakanyang.

“Wearing of face mask is mandatory, but there are exemptions as well [as] reasonable accommodations especially in areas under Alert Level 1,” ani Año.

“…Like when you are officially speaking in public to include press conference.  And immediately after speaking, you must put on your mask again…And quick photo ops may be allowed in controlled environment where attendees have submitted negative antigen or PCR test result,” dagdag niya.

“But the general rule of mandatory wearing of mask under EO 151 should prevail, a big contrast to the optional wearing of face in outdoor and ventilated areas right from the start,” giit ng DILG chief.

Matatandaang binigyan ng DILG ng palugit ang Cebu government upang iwasto ang executive order. Subalit nagkibit-balikat lamang si Garciaat naninindigan sa implementasyon ng EO No. 16. RNT/SA
