COA sa DPWH Davao: Higit ₱11.6M nagastos sa traffic safety projects, ibalik

MANILA, Philippines- Dapat ibalik ng mga opisyal ng public works and highways sa Davao Region ang mahigit ₱11.6 milyong ginastos sa traffic safety projects sa Davao City na napag-alamang “irregular”, ayon sa Commission on Audit (COA).

Sa desisyon nitong Enero 2022 at ipinalabas sa website kamakailan, pinagtibay ng COA ang notice of disallowance na unang inisyu noong Marso 2014.

“The ND (notice of disallowance) is properly supported by evidence, duly documented with photographs, based on the findings of the SAT (Special Audit Team) in their actual inspection of the project,” sabi ng COA.

Sinita ng state auditors ang traffic safety projects ng Davao City District Engineering Office na ibinigay lahat sa iisang contractor noong 2009-2012.

Tinukoy nila ang kuwestiyonableng disbursements kagaya ng guardrails, road signs at foundation blocks na substandard at depektibo.

“The actual accomplishment did not conform to the approved plans, which were not affected by change or extra work order. The plans allegedly prepared by the contractors did not reflect to actual implementation as per inspection,” ayon sa auditors.

Kabilang sa mga nahatulang may pananagutan ay sina dating district engineer Lorna Ricardo, assistant district engineer Dwight Fernandez, at contractor E. Gardiola Construction/ Elaine Gardiola.

Naghain sila ng apela sa ND at iginiit na nalabag ang kanilang right to due process.

Subalit, hindi ito sinang-ayunan ng COA, at sinabing binigyan sila ng oportunidad na makapagpaliwanag ukol sa hindi tugmang ocular finding at mga dokumentong isinumite sa exit conferences. RNT/SA
