COS, JOs sa gobyerno may ‘gratuity pay’ kay PBBM

MANILA, Philippiens – Ipinag-utos ni Pangulong Ferdinand R. Marcos Jr. ang pagbibigay ng gratuity pay para sa contract of service (COS) at job order (JO) workers sa gobyerno para sa fiscal year 2022.

Tinintahan ni Pangulong Marcos ang Administrative Order (AO) 3, nagbibigay awtorisasyon sa pagpapalabas ng one-time gratuity pay na hindi lalagpas sa P5,000 para sa lahat ng government personnel na nagtatrabaho sa ilalim ng COS at JO schemes.

Sakop ng AO 3 ang lahat ng manggagawa na ang serbisyo ay direktang may kaugnayan sa pamamagitan ng COS at JO sa national government agencies (NGAs), state universities and colleges (SUCs), government-owned and controlled corporations (GOCCs) at local water districts.

Base sa bagong kautusan, “COS and JO workers who have rendered a total or an aggregate of at least four months of actual satisfactory performance of service, as stipulated in their respective contracts, as of Dec. 15, 2022, and whose contracts are still effective, as of the same date.”

“Granting a year-end gratuity pay to COS and JO workers is a well-deserved recognition of their hard work in implementing programs, projects and activities and pivotal role in the delivery of government services amid the ongoing COVID-19 pandemic and present socio-economic challenges,” ang nakasaad sa AO 3.

Sa ilalim pa rin ng AO 3, ang COS at JO workers na nagserbisyo ng “less than four months” ng actual satisfactory performance ng kanilang serbisyo ay maaaring pagkalooban ng one-time gratuity pay “on a pro rata basis.”

“Those who are working in government for three months but less than four months will receive a gratuity pay not exceeding P4,000, while those who have rendered two months but less than three months will get an amount not exceeding P3,000,” ayon sa kautusan.

Ang gratuity pay na hindi lalagpas sa P2,000 ay ipagkakaloob sa mga nagserbisyo ng “less than two months.”

Ang requests para sa paggamit ng savings ay isusumite ng NGAs at SUCs sa Department of Budget and Management (DBM) “not later than five working days from the effectivity of AO 3, for endorsement to the Office of the President.”

Ang DBM, ayon sa AO 3, “shall release the corresponding Special Allotment Release Order and Notice of Cash Allocation, as needed, upon approval of the President.”

Ipinag-utos naman sa Local government units (LGUs) na i-adopt sa kani-kanilang tanggapan ang grant of gratuity pay sa kanilang COS at JO workers.

“Employees and workers in government rendering services through JO, COS or other similarly situated working arrangements are likewise eligible to receive the one-time rice assistance authorized by the President through AO 2,” ayon sa ulat.
