DBM nagpasalamat sa desisyon ni PBBM na magbigay ng SRI sa gov’t workers

MANILA, Philippines- Nagpasalamat ang Department of Budget and Management (DBM) sa naging desisyon ni Pangulong Ferdinand R. Marcos Jr. na aprubahan ang pagpapalabas sa one-time service recognition incentive (SRI) sa mga kuwalipikadong government workers bago ang holiday celebrations.

Araw ng Sabado, inanunsyo ng Malakanyang na nagpalabas ng administrative order si Pangulong Marcos na naglalayong magbigay ng SRI na hindi lalagpas ng P20,000 sa bawat kuwalipikadong government personnel base sa rekumendasyon ng DBM.

“We sincerely thank President Marcos Jr. for the approval of the SRI grant for our public servants. Pinapakita lang nito na ina-acknowledge ng ating Pangulo ang sipag at dedikasyon sa trabaho ng mga kawani ng gobyerno. This is truly an early gift for them this holiday season,” ayon sa kalatas na ipinalabas ni DBM Secretary Amenah Pangandaman.

Ang pagbibigay ng SRI sa lahat ng kuwalipikadong government employees ay “not be earlier than Dec. 20, 2022.”

Ayon sa DBM, ang pagbibigay ng SRI “seeks to continuously incentivize government employees for their unwavering commitment and dedication in the performance of their duties and responsibilities towards quality and responsive delivery of public services amidst the Covid-19 pandemic and current socioeconomic challenges.”

Kuwalipikado namang mabigyan ng one-time incentive ang mga civilian personnel sa national government agencies (NGAs), kabilang iyong mga nasa state universities and colleges (SUCs) at government owned or controlled corporations (GOCCs), nago-okopa ng regular, contractual o casual positions.

Ang mga kuwalipikadong government workers ay kinabibilangan ng military personnel ng Armed Forces of the Philippines sa ilalim ng Department of National Defense, at uniformed personnel ng Philippine National Police, Bureau of Fire Protection, at Bureau of Jail Management and Penology sa ilalim ng Department of Interior and Local Government, ang Bureau of Corrections sa ilalim ng Department of Justice, ang Philippine Coast Guard sa ilalim ng Department of Transportation, at National Mapping and Resource Information Authority sa ilalim ng Department of Environment and Natural Resources.

Ang mga empleyado naman ng Senado, Mababang Kapulungan ng Kongreso, Hudikatura, Office of the Ombudsman, at Constitutional Offices na may fiscal autonomy ay mapagkakalooban ng one-time SRI ng kani-kanilang heads of office, huhugutin mula sa available released allotment ng kani-kanilang ahensiya.

“The grant of the one-time SRI to employees in LGUs, including those in the barangays, shall be determined by their respective Sanggunian councils depending on the LGU’s financial capability, subject to the PS limitation in LGU budgets under RA No. 7160 or the Local Government Code of 1991,” ayon sa ulat.

Maaari ring bigyan ng SRI ng Local Water Districts (LWDs) ang kanilang mga empleyado ng uniform rate na ide-determina ng Board of Directors (BOD).

Samantala, ang GAs at GOCCs na exempted mula sa magiging sakop ng RA No. 6758 ay maaaring magkaloob ng SRI sa kani-kanilang mga empleyado na may uniform rate na ide-determina ng kanilang governing boards o agency heads.

Tinatayang may 1,812,780 personnel mula sa Executive, Legislative and Judicial branches ng pamahalaan ang ‘entitled’ sa SRI grant.

Samantala, ang mga kondisyon na kailangan munang sundin para makakuha ng insentibo ay “The civilian personnel are occupying regular, contractual or casual positions; The personnel are still in the service as of Nov. 30, 2022; and The personnel have rendered at least a total or an aggregate of four (4) months of satisfactory service as of 30 November 2022, inclusive of services rendered under any of the alternative work arrangements prescribed by the Civil Service Commission.”

Sa kabilang dako, Iyon namang napagkalooban ng “less than the total or aggregate of four months of service as of Nov. 30, 2022” ay entitled sa isang pro-rated share ng SRI, Gaya ng sumusunod “3 months but less than 4 months (40 percent); 2 months but less than 3 months (30 percent); 1 month but less than 2 months (20 percent) at Less than 1 month (10 percent).

Entitled din sa SRI grant ang mga empleyado na hindi makatatanggap ng kahit na anumang additional year-end benefit sa “FY 2022 over and above the benefit authorized” sa ilalim ng Republic Act (RA) No. 6686, “as amended by RA No. 8441.” Kris Jose
