DENR nakakuha ng satisfactory rating sa ARTA report

MANILA, Philippines – Tumanggap ang Department of Environment and Natural Resources (DENR) nitong nakalipas na taon ng “satisfactory” rating na 89.78 percent sa 2022 Report Card Survey (RCS) 2.0 na ginawa ng Anti-Red Tape Authority (ARTA) alinsunod sa Republic Act 11032 o ang Ease of Doing Business and Efficient Government Service Delivery Act of 2018.

Ayon sa DENR ang RCS 2.0 ay isang paraan upang masukat ang pagiging epektibo ng Citizen’s Charter sa pagbawas ng regulatory burdens, at ang epekto ng mga sistema at programa ng human resource sa paghahatid ng maayos na serbisyo sa gobyerno.

Kasabay ang ibang top performing government agencies, ang DENR ay kinilala sa ginanap na awarding ceremony noong December 19 sa Pasay City. Nakatanggap ang DENR ng Certificate of Recognition, Certificate of Participation, at ng report card nito.

Ayon kay DENR Secretary Antonia Loyzaga, na pinaraan kay Undersecretary for Policy, Planning and International Affairs Jonas R. Leones, ikinararangal at nagpapasalamat ang buong DENR community sa award.

Kaugnay nito ayon kay Leones, ang mataas na puntos na nakuha ng DENR sa ARTA survey ay malinaw na nagpapakita na ang ahensiya ay “on the right track in its goal to deliver excellent and efficient public service.”

“With a score of 89.78 percent, the DENR is challenged to work even better to serve the Filipino people through prompt action on transactions done in all our offices. We remain committed to our duties as public servants,” saad ni Leones.

Samantala ang RCS 2.0 ay nasa pilot implementation matapos itong simulan noong 2021 bilang feedback mechanism upang maisaayos ang mga serbisyo ng gobyerno.

May 50 opisina at ahensiya na nagbibigay ng government services ang kasali sa pilot implementation ng survey. Kinabibilangan ito ng 30 National Government Agencies, limang government-owned and controlled corporations, limang local government units, limang state universities at colleges at limang government hospitals.

Sa RCS rating system, ang mga ahensiya na may rating na 95 to 100 percent ay Excellent agencies; 90 to 94.99 percent, Very Satisfactory; 85 to 89.9 percent, Satisfactory; 80 to 84.99 percent, Compliant; 75 to 79.99 percent, Needs Improvement; at ang mga ahensiya na may rating na 74.99 percent at pababa, Requires thorough Review of RA 11032 requirements.

Kaugnay nito sa taong ito, tiningnan ng Awards Committee ang tatlong proseso ng DENR National Capital Region, kabilang ang pagbibigay ng tree cutting at earth-balling permits, tree cutting permit for planted trees, at application for chainsaw registration.

Ang ibang ahensiya ng gobyerno na kinilala na “Satisfactory Agencies” at tumanggap ng RCS rating na 85 to 89.9 percent ang Department of Social Welfare and Development, Home Development Mutual Fund (Pag-IBIG Fund), Dr. Jose Fabella Memorial Hospital, Philippine Statistics Authority, Philippine Health Insurance Corporation, Valenzuela City, Cooperative Development Authority, Bureau of Internal Revenue, at Polytechnic University of the Philippines – Main Campus in Sta.
