DepEd may P1.9B unliquidated cash advances-COA

Manila, Philippines-Umabot sa P1.9 bilyon ang naipong unliquidated cash advance balance sa katapusan ng 2019 ng Department of Education, ayon sa Commission on Audit.

Sa kanilang annual audit report para sa DepEd sa taong 2019, sinabi ng COA na ang naipong unliquidated cash advances ng kagawaran ay bunga ng deficiencies sa granting, liquidation at monitorig ng cash advances, taliwas sa umiiral na COA rules and regulation at kaugnay na DepEd guidelines.

“The unliquidated cash advances as of December 31, 2019, in DepEd Central Office and 14 regional offices under advances accounts had a significant aggregate balance of P1,922,340,516.26,” ayon sa COA.

Kabilang sa mga unliquidated cash advances ng DepEd ang sumusunod:  Central Office – P101.8M; National Capital Region – P158.9M; Region I – P70M; Region II – P15.3M; Region III – P34.7M; Region IV-B – P93.9M; Region V – P445.5M; Region VI – P411M; Region VII – P4.7M; Region VIII – P15.7M; Region IX – P79.5M; Region X – P59.8M; Region XI – P14.8M; Region XII – P290.3M;  at Region XIII – P125.6M.

Kabilang sa unliquidated cash advances ang unsettled accountabilities dahil sa pagreretiro, pagbibitiw, paglilipat o pagkamatay ng mga dating personnel ng  regional offices DepEd sa Regions II, V, at VIII na halagang P1,378,160, P1,389,821, at P244,269, ayon sa pagkakasunod.

“Aging of unliquidated advances in the total amount of P1,158,332,034.73 in DepEd CO and in nine ROs revealed that P907,857,319.39 were granted during the year while the amount of P250,474,715.34 pertained to cash advances granted in previous years which have been due for over one year to more than ten years,” state auditors added.

Dahil dito, inirekomenda ng COA sa DepEd na mahigpit na sundin ang umiiral na COA rules and regulations at DepEd guidelines ukol sa granting, liquidation, at monitoring ng cash advances.

Hinikayat din nito ang kagawaran na mag-isyu ng demand letter sa accountable officers para maisaayos ang kanilang cash advances.

Sa sandaling mabigo, dapat pigilin ng DepEd ang sweldo o anomang dapat matanggap ng mga ito at sampahan ng kaukulang kaso batay sa Article 218 ng Revised Penal Code. RNT
