THE Department of Human Settlement and Urban Development (DHSUD) and the Quezon City government have forged a memorandum of understanding (MOU) paving the way for the construction of housing units for thousands of informal settler families (ISFs) in the city.

The housing project will soon rise at Harmony Hills Terraces in Barangay Batasan Hills that will be allocated by the local government for DHSUD’s ‘mega-project’ for the city’s ISFs, according to Mayor Joy Belmonte.

DHSUD Secretary Jose Rizalino Acuzar cited the vital role of cooperation between the national government and local government units (LGUs) in successfully closing the housing gap as what took place with the ground-breaking ceremony and MOU signing between him and Mayor Belmonte.

“Cooperation among concerned government agencies was so vital especially in projects that directly affect our countrymen particularly those from the poor sector,” said Sec. Acuzar as he assured the mayor of his agency’s full support to realize the housing units for the city’s ISFs without delay.

The DHSUD said the ‘Pambansang Pabahay para sa Pilipino: Zero ISF for 2028, is a brainchild of President Ferdinand ‘Bongbong’ Marcos Jr., aims to build one million housing units per year or a total of six million housing units in the six years.

Mayor Belmonte said the MOU signing solidified their previous agreement to work hand-in-hand in building houses for the city’s residents, especially the ISFs.

“Through this agreement, we hope to build many housing projects that will benefit Quezon City residents, especially those who cannot afford a home they can call their own,” she said.

The MOU mandates the DHSUD to facilitate the implementation of the housing projects in collaboration with the LGU and other relevant agencies.

Meanwhile, the local government is tasked to expedite the processing of required permits and licenses to be issued by local authorities for the project’s full implementation.

It will also carry out the beneficiary listing which will include social preparation, ISF census enumeration, socioeconomic profiling and the establishment of social parameters.

The DHSUD likewise enjoined other partners in LGUs, private sector and concerned government institutions to help the department in fulfilling the administration’s priority housing program.
