Diokno: Paggamit ng asset ng gobyerno sa personal na interes, labag sa Code of Conduct

MANILA, Philippines – Labag sa Code of Conduct of Public Officials and Employees ang paggamit ng mga awtoridad sa government resources para sa kanilang personal interest.

“Ang tanong dyan, pwede bang gamitin ang resources ng ating pamahalaan when clearly, this was a private function that was involved? In my opinion, that is not and should not be allowed,” ayon kay human rights lawyer Chel Diokno.

“It would be a violation of the code of conduct of public officers as well as other laws that make those other actions violations of the law,” dagdag na pahayag nito.

Tinukoy ni Diokno ang nangyaring pagbagsak ng Philippine National Police chopper sa Real, Quezon, araw ng Lunes dahil di umano’y papunta ito sa Balesin island para sunduin si PNP chief Dionardo Carlos. Isang police personnel ang namatay habang dalawa naman ang sugatan sa insidente.

Inamin naman ni Carlos na nagpunta siya ng upscale island resort noong weekend at nakatakdang bumalik ng lungsod subalit kailangan na mag-request ng flight matapos na may “unforeseen circumstances” sa inisyal na na-booked na private transport.

Iginiit ni Carlos na ang direktiba ay naaayon sa PNP rules.

Ayon sa Section 4 ng Republic Act 6713 o Code of Conduct and Ethical Standards for Public Officials and Employees, “government officials and employees shall always uphold the public interest over and above personal interest.”

“All government resources and powers of their respective offices must be employed and used efficiently, effectively, honestly and economically, particularly to avoid wastage in public funds and revenues,” dagdag nito.
