Disaster response sa bansa may butas – Ex-NDRRMC chief

MANILA, Philippines – Inihayag ni dating National Disaster Risk Reduction and Management Council chief Alexander Palma nitong Huwebes, Nobyembre 3 na mayroong pagkakamali o “missteps” sa disaster response ng bansa sa nagdaang bagyong Paeng.

Ayon kay Palma, dahil dito ay dapat repasuhin ng pamahalaan ang sistema ng disaster response.

“What was surprising is it seems like there have been a lot of missteps, if you may call it that, in so far as implementation of our disaster risk reduction and management systems,” pahayag niya sa panayam ng ANC.

“I guess it’s in the implementation side that we really, really need to look back and assess and analyze ourselves where we did wrong,” dagdag pa ni Palma.

Sa pinakahuling tala ng NDRRMC ay mayroong iniulat na 150 nasawi dahil sa bagyong Paeng samantala 128 ang nasaktan at 36 pa ang nawawala.

“In the case of Maguindanao, for example, we don’t know [where is the gap] because nobody is admitting it,” ani Palma.

“Kasi ang dinadahilan, hindi pa nangyari ‘yan sa amin dito eh. It’s climate change. It’s now here,” dagdag pa niya.

Si Palma ay kasalukuyang co-chair ng ARISE-Philippines, alyansa ng pribadong sektor na may kaugnayan sa disaster reduction at management.

Maliban sa pagrepaso sa disaster response system, dapat din aniya na tutukan ng pamahalaan ang pagpapaunlad ng weather forecasting system.

“I think I agree at this point, kawawa naman ‘yung PAGASA siguro. They lack capacity and capability in so far as impact analysis is concern,” aniya. RNT/JGC
