Divorce bill suportado ng Commission on Women

MANILA, Philippines – Nagpahayag ng buong suporta ang Philippine Commission on Women (PCW) sa panukalang batas na gagawing legal ang diborsyo sa Pilipinas.

Ayon sa PCW, ang kasalukuyang sistema kasi ay naglalagay na sa mga kababaihan sa alanganin.

“As to divorce and dissolution of marriage, we fully support these bills filed to free married couples from the tedious process of annulment, be it in a form of divorce or dissolution of marriage,” sinabi ni Senior Gender and Development Specialist Armando Orcilla Jr. ng PCW Policy Development, Planning, Monitoring and Evaluation Division kasabay ng pagdinig ng Kamara nitong Huwebes, Pebrero 23 kaugnay ng divorce bill.

Sa isa sa mga pending bill ni Albay Representative Edcel Lagman, ang divorce petition ay sasailalim sa judicial process kung saan dapat patunayan na nasira na talaga ang pagsasama ng mag-asawa at wala nang kahit anong posibilidad na magkabalikan pa ang mga ito.

Dagdag pa sa panukala ni Lagman, pinapayagan ang divorced couples na magpakasal ulit.

Ayon kay Orcilla, lumabas sa mga pag-aaral na ang babae ang karaniwang nasa talo sa failed marriages.

“In such cases, women are sometimes solely burdened to financially provide for the children and balance this with their personal struggles of loneliness and social stigma due to cultural stereotypes under the current legal system,” aniya.

Ibinahagi rin niya na ang divoce law ang isa sa mga rekomendasyon ng United Nations Human Rights Committee on the Elimination of All Discrimination against Women sa Pilipinas.

“We hope that the bills on divorce will have provisions that will ensure that the divorce process is simplified and reduce the cost of the procedure especially for the indigents,” ani Orcilla.

“These divorce measures will completely give both parties a chance to start anew,” dagdag pa niya.

Nagpahayag din ang PCW ng suporta sa pending na House Bill 1593, na kumikilala sa civil effects ng church annulment, declaration of nullity, at dissolution of marriages.

“We echo the sentiments raised by Pope Francis that obtaining annulment would cost hundreds and thousands of dollars,” pagsuporta ni Orcilla.

“We should make annulment cheaper for ordinary and poor women, especially when they are in abusive relationships.” RNT/JGC
