DOTr, LTFRB: Traditional dyip, pwedeng mag-operate kahit lampas sa deadline kung..

MANILA, Philippines- Maaari pa ring mag-operate ang traditional jeepneys kahit lampas na sa itinakdang deadline sa kondisyong sumali sila sa transport cooperatives, ayon sa mga opisyal ng Department of Transportation at ng Land Transportation Franchising and Regulatory Board sa Senate panel nitong Huwebes.

Ito ang inihayag nina DOTr Undersecretary Mark Steven Pastor at LTFRB chairman Teofilo Guadiz III sa Senate public services hearing sa iniulat na phaseout ng mga jeep.

“‘Yung in-issue na LTFRB [memorandum circular] 2023-13 pertains to the end of consolidation period, hindi po ito ‘yung tinatawag na phase out. It is not,” sabi ni Pastor.

“Consolidation po, even if you are a traditional jeep so long as you are consolidated tatakbo pa rin po kayo,” dagdag niya.

Inihayag din niya na inilipat ang deadline para sa konsolidasyon mula June 30 sa December 31 para linawin ang hindi pagkakaunawaan sa wordings sa memorandum circular.

“Pag nag-end po ng consolidation, hindi po ibig sabihin the following day modern jeeps na po ang tatakbo. Ang objective lang po ng consolidation is to have one entity running the route so it can be optimized,” aniya.

Ipinaliwanag niya na layunin ng polisiya na iwasan ang “on-street competition” sa jeepney drivers at operators.

“Ang pinakaproblema po…’yung mga… single jeep operator nagkakarerahan sa ruta ‘yan. That’s what we are trying to eliminate, ‘yung on street competition para po ma-optimize ‘yung ruta,” paliwanag niya.

Ito rin ang posisyon ni Guadiz sa panel.

“The deadline for December 31 is not for the phaseout of the jeepneys. The deadline is only for the consolidation, urging the drivers to come together, consolidate as one and start the formation of a coop in pursuit of the modernization,” pahayag niya.

“After the consolidation, there would be other stages of this modernization scheme. One of which is probably introducing to the bank for a study on their route and of the funding. The phaseout will be the last stage,” paglilinaw pa ng opisyal.

Subalit, ayon sa mga senador, nangangahulugan pa rin ito ng phaseout para sa mga jeepney na hindi makakasunod sa deadline ng konsolidasyon.

Binanggit nina Senate Majority Leader Joel Villanueva at Senator Grace Poe ang LTFRB memorandum circular kung saan nakasaad na ibabalik sa estado ang certificate of public convenience of operators na hindi makakasali sa existing consolidated entity.

Sinabi naman ni Senator Nancy Binay na iniba lamang ng LTFRB ang terminong phaseout.

“Kasi, madam chair, parang dinadaan niya d’on sa magandang salita na hindi naman phaseout e. Consolidation pero the mere fact na hindi sila makapag-consolidate, technically, parang phinase out ninyo na sila e,” aniya.

Iginiit naman ni Guadiz na hindi nangangahulugang phaseout ang konsolidasyon.

“Hindi po, madam chair. Hindi po sila matatanggal. For now, we are trying to help them consolidate and we will continue to assist them and we will see to it that no one is left behind. That is my commitment and the commitment of my agency,” paglilinaw niya.

Inihayag pa ni Guadiz na halos 65,000 jeep ang hindi pa kasali sa kooperatiba. RNT/SA
