‘Drill, Drill, Drill’ program isinusulong ni Win vs oil price hike

Manila, Philippines – Hinikayat ni Senador Win Gatchalian ang Duterte administration na mas maging agresibo sa paghahanap ng energy self-sufficiency sa pamamagitan ng paglulunsad ng “Drill, Drill, Drill” program upang makatuklas at paunlarin ang langis at natural gas resources na hindi pa nagagamit.

Ipinanawagan ito ni Gatchalian, chairman ng Senate Energy Committee, sa harap ng patuloy na pagtaas ng halaga ng langis sa pandaigdigang merkado, na pangunahing nagtutulak sa pagtaas ng inflation rate na umabot nasa 6.7 nitong Setyembre.

“The Philippines is blessed with rich natural resources throughout its exclusive economic zone and extended continental shelf, including natural gas and oil. Unfortunately, we have been unable to tap the full potential of these energy resources. Because of this, we have no choice but to import crude oil from oil-exporting countries, even if the price has become unconscionably high,” ayon kay Gatchalina.

“As a result of this, Filipino commuters, vehicle owners, and public utility vehicle operators have had to suffer countless economic hardships because of volatile global oil price movements. This gives us all the more reason to pursue energy self-sufficiency,” dagdag niya.

Upang maisalarawan niya ang kanyang punto, sinabi ni Gatchalian na umaangkat ang Pilipinas ng 94 porsiyento ng pangangailangan nitong langis, na kabuuang total import bill na tumalon sa $9.89 bilyon nitong 2017, tumaas ng 31.2 porsiyento kumpara sa $7.54 billion import bill noong 2016.

Sanhi ng tumalon sa $84 kada bariles ng Brednt crude nitong linggo, mula sa dating $78 nitong Hulyo, iginiit ni Gatchalian na kailangan nang tuklasan ng bansa ang sarili nitong langis at gas reserves sa lahat ng isla at karagatan nito.

Base sa data mula sa Department of Energy, may potensiyal na 3.5 bilyong bariles ng langis  at 24.7 trillion cubic feet ng gas deposits ang nasa ilalim ng lupain at karagatan ng bansa na hindi pa natutuklasan o nahahanap.

“Sinabi ng DOE, umabot lamang sa 4.6% o 168 million bariles ng langis at 3.8 trillion cubic feet ng gas ang nadiskubre simula noong 2016.

Sa kabila nang ganito kadaming reserba na hindi pa natutuklasan, iniulat ng DOE na mayroon lamang anim na producing service contract ang Pilipinas, 3 dito ay malapit nang maubos.

Kaya nitong Hulyo, sinisipat ng DOE na magbigay ng anim pang petroleum service contracts (PSCs) sa pamamagitan ng binagong Philippine Conventional Energy Contracting Program.

“It is high time for the government to launch a Drill, Drill, Drill program which will use these untapped oil and gas resources to pursue Philippine energy independence and pave the way for the country to become an energy exporting powerhouse,” ayon kay Gatchalian.  /Ernie Reyes
