Early voting ng seniors, PWDs lusot na sa committee level sa Kamara

MANILA, Philippines- Pinayagan na sa Kamara ang panukala sa mga senior citizens at Persons With Disabilities (PWDs) na maunang makaboto tuwing panahon ng eleksyon.

Inaprubahan ng House suffrage and electoral reforms panel ang panukala kung saan ang mga seniors and PWDs ay maaaring bumoto 7 araw bago ang itinakdang petsa para sa local at national election, subalit kailangan na ang mga ito ay nakarehistro para sa early voting.

Upang maisagawa ang early voting ay inaatasan na magkaroon muna ng nationwide registration para sa senior citizens at PWDs.

“The said registration system should be done in coordination with local government units, the National Council on Disability Affairs, the Commission on Human Rights, the Department of Health and the Department of the Interior and Local Government,” nakasaad sa panukala.

Bukod sa papayagan ang maagang pagboto ay inaatasan din ang Commission on Elections (Comelec) na tiyakin na ang mga polling places ay ligtas para sa mga matatandaan at PWDs.

“It should be equipped with the necessary communication, visual and physical aids, as mandated under Republic Act No. 10366 or An Act Authorizing the Commission on Elections to Establish Precincts Assigned to Accessible Polling Places Exclusively for Persons with Disabilities and Senior Citizens. In addition, the bill also tasks the Comelec to organize an intensive information campaign on early voting for qualified senior citizens and PWDs,” batay pa rito.

Una nang sinabi ni Cagayan de Oro Rep. Rufus Rodriguez, isa sa may akda ng panukala, na mainam na mauna nang bumoto ang mga matatanda at may kapansanan upang magkaroon ng mas mataas na voter turnout, aniya, kalimitan nang nadidismayang bumoto ang mga matatanda dahil siksikan sa mga polling precints sa mismong araw ng botohan.

“Some election administrators also prefer early voting because it allows them more time to process ballots, relieves some of the strain on voting systems that occurs on Election Day, cuts down long lines, and reduces the number of poll workers needed. In view of the foregoing, the approval of this bill is earnestly sought,” paliwanag ni Rodriguez.

Giit naman ni Nueva Ecija Rep. Mikaela Suansing, nararapat lamang ang early voting sa mga matatanda at PWDs bilang dagdag-pribelihiyo lalo at sila ang kadalasang hirap kapag eleksyon. Gail Mendoza
