Ekonomiya lalago pa sa mas maraming foreign, private partnership – ADRI

MANILA, Philippines – Kailangan pang buksan ng Pilipinas ang mas maraming bilateral at multilateral partnerships kasama ang ibang bansa na may ganito ring hangarin upang mas mapalago pa ang ekonomiya, ayon sa international research organization Stratbase ADR Institute for Strategic and International Studies (ADRi).

“Bilateral and multilateral cooperation with like-minded nations can usher in prosperity and development for all,” sinabi ni Stratbase ADRi president Dindo Manhit kasabay ng “The Geopolitics of Infrastructure: Opportunities and Challenges for the Philippines and the Indo-Pacific” forum kamakailan.

Sa kabila nito, sinabi ni Manhit na dapat ay saklaw pa rin ng “independent foreign policy and national interests” ng bansa ang mga kasunduang ito.

“The current administration must ensure that it safeguards the Philippines from potential economic, financial, and security risks,” sinabi pa niya.

Inihayag din ni Manhit ang pangangailangan sa pamahalaan na palakasin pa nito ang pagbuo at modernization ng infrastructure network ng bansa, padaliin ang business transactions at gumawa ng mas maraming regulatory development para sa local at foreign investors.

Samantala, sinabi naman ni Aboitiz InfraCapital president at chief executive officer Cosette Canilao na magbibigay ng dagdag na financial capability, availability of technology, mga eksperto at managerial competence ang partisipasyon ng pribadong sektor sa mga infrastructure project.

“[As] PPP (public-private partnership) investors, we look for projects that are bankable – where risks are fairly allocated between the government and us. And we prefer investing in a market where there is a very steep commitment by the government to undertake an effective PPP program,” paliwanag ni Canilao.

“We hope to encourage collaborative partnerships with different government levels, both locally and internationally, and even partnerships with the private sector,” segunda ni Transportation Undersecretary Mark Steven Pastor sa sinabing ito ni Canilao.

“Bureaucratic challenges get in the way of intergovernmental partnerships,” ayon pa kay Pastor.

Binanggit din niya ang mga suliranin na kinakaharap ng pamahalaan tulad ng “delay in implementation due to various internal processes and requirements in the Philippines, the strong need to tailor fit the solutions to adapt to the Philippines’ market and environment, the lack of standards, and changes in policy direction every new administration.”

Upang labanan ito, ipinaliwanag ni Pastor na sinisikap ng pamahalaan na alisin ang delay o red tape sa ilang modernization o developmental projects, partikular na sa electric vehicle public transportation program ng ahensya.

“We intend to remove the red tapes in place by the government so that those who want to participate in our electric vehicles public transportation can have the leeway to implement the same,” ani Pastor. RNT/JGC
