Electricity lifeline rates pinalawig ni Duterte ‘gang 2071

MANILA, Philippines – Nilagdaan ni Pangulong Rodrigo Roa Duterte ang batas na magpapalawig ng 50 taon sa Electricity Lifeline Rates.

Tinintahan ni Pangulong Duterte ang Republic Act No. 115521, noong Mayo 27 na nag-aamiyenda ng Seksyon 73 ng Electronic Power Industry Reform Act of 2001 (EPIRA) law.

“In order to provide assistance to electricity consumers, especially those living below the poverty line, and to achieve a more equitable distribution of the lifeline subsidy, a socialized pricing mechanism called a lifeline rate for qualified marginalized end-users shall be set by the ERC (Energy Regulatory Commission) which shall be exempted from the cross-subsidy phase-out under this Act for a period of 50 years unless otherwise extended by law,” ang nakasaad sa batas.

Ang antas ng “consumption, subsidy, and rate” ay kailangan na idetermina ng ERC matapos ang “due notice and hearing.”

Sinasabing pangunahing gagamitin ng ERC ang data mula sa Philippine Statistics Authority (PSA) sa pagdetermina ng antas ng pagkonsumo.

Sa ilalim ng batas, “qualified marginalized end-users include qualified Pantawid Pamilyang Pilipino Program (4Ps) beneficiaries and those who have been certified and continually validated as such by their distribution utility based on criteria determined by the ERC.”

Inatasan din ng RA 115521 ang ERC na magpalaganap ng rules and guidelines para sa mga kuwalipikadong marginalized end-users na ang metro o service connections ay hindi rehistrado sa kanilang pangalan.

Magsusumite naman ang ERC sa joint congressional energy commission ng annual report hinggil sa implementasyon ng lifeline rate.

“To achieve the objective of providing assistance to electricity consumers especially those living below the poverty line and ensure a more equitable distribution of the lifeline subsidy, the ERC shall conduct a comprehensive quantitative and qualitative evaluation of its implementation every two years to include modes of validation and prevention of leakages,” ang nakasaad sa batas.

Ang ERC, sa pakikipagtulungan ng Department of Energy at Department of Social Welfare and Development, at konsultasyon sa PSA at iba pang public at private stakeholders, ay magpapahayag ng “implementing rules and regulations” ng batas na ito sa loob ng 90 calendar days mula sa effectivity date nito.
