Sa pahayag, sinabi ng Philippine Embassy sa Qatar na kasalukuyan na nilang tinutugunan ang mga pangangailangan ng mga apektadong indibidwal at inaalam na rin kung anong tulong ang maaari pa nilang maibigay.

Hinimok din ng embahada ang Filipino community na kamustahin ang mga kaibigan at pamilya ng mga ito na naninirahan sa kalapit na lugar.

MANILA, Philippines – Nais ni Chief Presidential Legal Adviser Juan Ponce Enrile na alisin sa 1987 Constitution ang pagbabawal sa nuclear weapon, sabay-sabing ito ay isa sa “most unwanted provision.”

Ang sinabing ito ni Enrile ay kasabay ng kanyang pagdalo sa public hearing ng Senate Committee on Constitutional Amendments Revisions of Laws and Codes, base na rin sa imbitasyon sa kanya ni Committee chairperson Senator Robinhood Padilla.

“We must now remove the restriction imposed by the Cory (Aquino) administration on this country and her people not to have any nuclear weapons in the country. I think in my personal opinion that is the most serious and unwanted provision in the Constitution,” ani Enrile.

Kasabay ng media briefing, sinabi naman ni Padilla na ang isyu sa nuclear provisions ay mapag-uusapan din sa oras na matapos na sila sa pagdinig sa mga economic provision, sabay-sabing pabor siya sa naturang panukala.

Aniya, nang magawa ang Konstitusyon ay kaunti pa lamang ang mga bansa na gumagamit ng nuclear bilang source of energy.

Dagdag pa ni Padilla, inimbitahan niya si Enrile na maikukunsiderang “legal luminary” kung saan ang mga kaalaman nito at karanasan sa Konstitusyon ay hindi na kwestyonable.

Sa ilalim ng Article II Section 8 ng 1987 Constitution, ipinagbabawal ang presensya ng alinmang nuclear weapon sa Pilipinas, sa pahayag na “the Philippines, consistent with the national interest, adopts and pursues a policy of freedom from nuclear weapons in its territory.”

Ipinaliwanag ni Enrile na sa panahon ngayon, mapoprotektahan ng isang maliit na bansa ang kanilang soberanya laban sa mga superpowers kung sila ay mayroong nuclear weapon.

“If we can afford it we should also have nuclear weapons so our people will not be trampled upon let alone made a ‘tuta’ or ‘alipin’ of other countries,” dagdag pa ni Enrile.

Sa kasabay na pagdinig, sinabi rin niya na suportado niya ang proposal ng economic provisions ni Padilla.

Patungkol naman sa pamamaraan ng charter change, ani Enrile, mas gusto niya ang constitutional assembly ng senador sa halip na ang bersyon ng Kamara na constitutional convention (con-con).

“Now I know that Congress has passed a proposed constitutional convention to do the job that you’re doing. I would also caution them, caution you, because to do a con-con instead of a con-ass will be a disservice to the people of this country.” RNT/JGC

MANILA, Philippines – Hindi maaapektuhan ang calendar of activities para sa October 30 polls o Barangay at Sangguniang Kabataang election sa pagpapalit ng iskedyul ng Certificate of Candidacy filing.

Ayon ito sa Commission on Elections (Comelec) makaraang ire-schedule ang COC filing sa August 28 hanggang Setyembre 2 sa halip na mula Hulyo 3 hanggang 7.

“No, it’s a manual election so the names of candidates are not printed,” pahayag ni Garcia nang tanungin kung maaapektuhan ng pagpapalit ng iskedyul ng filing ng COC para sa 2023 BSKE election.

Una rito, nanawagan si Senator Francis Tolentino sa Comelec na isuspinde ang filing period na unang itinakda mula Hulyo hanggang Agosto.

MANILA, Philippines – Niratipikahan na ng Kongreso ang bicameral conference committee report sa panukalang naglalayong amyendahan ang batas sa fixed term sa Armed Forces of the Philippines (AFP).

Ang komite, na binubuo ng mga representative mula sa Senado at Kamara, ay nagsama-sama nitong Martes para bumuo ng bersyon na pagtutugmain ang mga pagkakaiba-iba ng Senate Bill No. 1849 at House Bill No, 6517.

Sa dalawang panukala, kapwa nito sinusuportahan ang mga pagbabago sa
Act Strengthening Professionalism and Promoting the Continuity of Policies and Modernization Initiatives in the AFP (Republic Act No. 11709).

Magkahiwalay na niratipikahan ng dalawang Kapulungan ang bicameral conference committee report nitong Miyerkules, Marso 22 at hinihintay na lamang ang pirma ni Pangulong Ferdinand Marcos Jr. para sa panukala.

Ani Sen. Jinggoy Estrada, chairman ng Senate Committee on National Defense and Security, na pumayag silang gamitin na lamang ang Senate bill bilang working draft.

“After two days of floor debates in the Senate and more than four hours of grueling bicameral conference committee deliberations, we managed to come up with the best version of the amendments to RA 11709 to ensure that our AFP will be a dynamic and fully responsive organization, consistent with its constitutional mandate of being the protector of the people and the State, and securing the sovereignty of the State and the integrity of the national territory,” ani Estrada.

Tinukoy niya ang mga probisyon na napagkasunduan ng Senado at Kamara sa panukala:

• The AFP chief of staff will have a maximum tour of duty of three years unless sooner terminated by the president.

• The chiefs of the Philippine Army, Philippine Air Force, and Philippine Navy and the superintendent of the Philippine Military Academy will have a maximum tour of duty of two years unless sooner terminated by the president.

• All AFP commissioned officers and enlisted personnel will have a compulsory retirement age of 57 years old.

• There will be an increased maximum tenure-in-grade for those with the rank of brigadier general or commodore or higher from three to five years.

• There will be an increased maximum tenure-in-grade for those with the rank of colonel and captain from eight to 10 years.

• There will be an officer grade distribution based on the AFP table of organization with amendments to adjust the percentage for general or flag officers to 1.25% and for first lieutenant or lieutenant junior grade and second lieutenant and ensign to 45.75% — in line with the AFP modernization program.

“A new Section 6 was introduced to clarify the application of the proposed legislation. Specifically, the bill should also apply to the officers and enlisted personnel — appointed and/or promoted — under RA 11709,” ayon pa kay Estrada.

Matatandaan na noong Marso 6 ay pumasa sa huling pagbasa ang Senate version ng panukala.

MANILA, Philippines – Naglabas ng emergency memorandum order nitong Miyerkules, Marso 22, ang alkalde ng Cataingan, Masbate para suspendihin ang pasok sa mga paaralan sa nasabing bayan kasunod ng bakbakan sa pagitan ng mga miyembro ng New People’s Army at mga militar.

Ang memorandum ay ibinigay ni Cataingan Mayor Felipe Cabataña, na siya ring chair ng Municipal Disaster Risk Reduction Management Council (MDDRMC), “to all concerned school heads and Punong Barangay (Barangay chairmans) of the municipality.”

Saad sa memo na suspendido ang klase sa lahat ng antas, pampubliko at pribadong paaralan, “until further notice.”

Sa kabila nito, hindi naman kasama sa memo ang mga barangay ng Aguada, Concepcion, Curvada, Domorog, Gahit, Madamba, Malobago, Matayum, Mintac, Pawican, Poblacion, Quezon, San Pedro, Sta. Teresita, Sto. Niño at Tagboan.

Hindi naman ipinaliwanag sa memo kung bakit hindi kasama ang mga nabanggit na barangay.

“All school heads and barangay authorities are hereby advised to take all precautionary measures to prevent any untoward incident, particularly to the pupils, students, and civilians,” saad sa memorandum.

Matatandaan na Miyerkules ng umaga ay naganap ang sagupaan sa pagitan ng mga sundalo at mga rebelde habang isinasagawa ang flag-raising ceremony sa Placer, katabing bayan ng Cataingan.

Ani Bernadette Borbe, guro sa Locso-an Elementary School sa Barangay Locso-an, Placer, bandang 7:40 ng umaga ay kumukuha sila ng larawan para sa selebrasyon ng Women’s Month nang bigla na lamang may sumabog kasunod ng mga putok ng baril na narinig malapit sa paaralan.

“We were scared when we heard the explosion and gunfire. The teachers and other students ran inside the classroom. In every classroom, there were advisers and interns from Cataingan Municipal College to support the students who were crying out of fear,” ani Borbe.

Noong Lunes naman, Marso 21, nangyari rin ang sagupaan sa Barangay Villahermosa, Cawayan kung saan napatay dito si Corporal Antonio Parreño Jr. ng 2nd Infantry Batallion. RNT/JGC
