Final draft ng bagong konstitusyon, isinumite na kay Pangulong Duterte

Manila, Philippines – Pormal nang isinumite ng 22-member consultative committee (Concom) sa pangunguna ni dating  former chief justice Reynato Puno, chairman ng komite ang ang final draft ng bagong konstitusyon na nagsusulong ng Fe­deral government kay Pangulong Rodrigo Roa Duterte.

Sa naging talumpati ni Puno sa idinaos na  Handover Ceremony of the Proposed Federal Constitution by the Consultative Committee  ay sinabi nito na labis siyang nagpapasalamat na binigyan siya ng oportunidad na tumulong sa pag-draft ng Feredal  Constitution para sa Pilipinas.

At kahit aniya naisumite na nila ang Draft Constitution ay naghihintay pa rin sila ng kautusan mula sa Pangulo at nananatili ang kailang serbisyo.

Ilan sa mga probisyon na nauna ng inaprubahan ng ConCom na isali sa draft ay ang mahigpit na panuntunan kontra sa political dynasty; environmental at socio-economic rights; pagre-require sa educational attainment ng matataas na opisyal ng gobyerno kabilang na ang mga mambabatas; gayundin ang pinag-isang partido ng mananalong presidente at bise nito.

Nakapaloob din dito ang inilatag na 18-federated regions, kabilang na ARMM na ginawang Bangsamoro Federated Region at bagong Negrosanon region.

“Again with your kind, indulgence Mr. President, allow me to cite some features of the Draft Constitution which may be of particular interest to you.

First, the Draft Constitution democratized our electoral process by prohibiting political dynasties that have long monopolized our elections. At the same time, the Draft Constitution transformed political parties as mechanisms of citizen representation and democratic governance. Under this Draft Constitution, political turncoatism is prohibited, hence, political butterflies cannot flutter anymore from one political party to another to suck their nectar.

Second, Mr. President, the Draft Constitution did not only level the political playing field but also levelled the economic playing field. The Draft Constitution prohibited monopolies and oligopolies that substantially lessen competition in the market and abuse their dominant positions. For this purpose, the Draft Constitution established an independent Competition Commission to stop these monopolies by the moneyed.

Third, Mr. President, The Draft Constitution strengthened the institutions of government to fight graft and corruption. Among others, the Draft Constitution transformed the Ombudsman to a commission type office in order to investigate and prosecute more effectively violations of our anti-graft laws. The Draft Constitution also gave the Commission on Audit the power to conduct pre-audit and performance audit and to ensure that the people’s money is spent strictly in accordance with law.

Fourth, Mr. President, the Draft Constitution is a pro poor Constitution. For the first time in our history, the socio-economic rights of the poor to adequate food, comprehensive health care, complete education, adequate and decent housing and livelihood and employment opportunities are included in the Bill of Rights as rights demandable against the government. The poor are also guaranteed political representation in the legislatures of the Federal Government and Federated Regions.

Fifth, and finally, Mr. President, the Draft Constitution established a permanent and indissoluble nation, because it recognized the ethnicity, culture, religion, customs, traditions, language and distinct identities of our brothers and sisters in the Cordillera and Bangsamoro.” ang litaniya ni Puno.

Ipinaliwanag naman ng komite na mababago pa ang nilalaman ng binuong draft dahil dadaan pa ito sa kamay ng Kongreso.

Sinabi naman ni Presidential Spokesman Harry Roque, kapag natanggap na ni Pangulong Duterte ang draft ay isusumite na ito sa Kongreso para talakayin at pagtibayin sa pamamagitan ng Constituent Assemby (Con-Ass) bilang bahagi ng charter change (Cha-cha) na ipapalit sa kasalukuyang 1987 Constitution.
