Flexi work scheme, nakadepende sa pinuno ng ahensiya- CSC

MANILA, Philippines – Depende sa magiging desisyon ng pinuno ng isang ahensiya ang flexible work arrangements para sa mga empleyado ng gobyerno.

Sa Laging Handa public briefing, sinabi ni Civil Service Commission (CSC) commissioner Aileen Lizada na kinokonsidera nila ang pagpapatuloy ng public service at mabilis na transaksyon sa gobyerno sa paglikha ng Resolution No. 2200209, na naglalayong magbigay ng flexible work arrangement options sa public sector.

“Eto pong mga flexi work arrangements, hindi ho ito automatic, para, yehey! Hindi ho, depende pa rin po ito sa ating heads of agencies,” ayon kay LIzada.

“Ang ginagawa lang po ng CSC, we provide options and kung ano lang po ang applicable sa agency, pwede nila ho gawin ‘yun ,” dagdag na pahayag nito.

Mayroon aniyang general requirements para sa flexible work arrangements.

Inaatasan aniya ang mga ahensiya ng pamahalaan na bumalangkas ng kanilang internal guidelines na nagsasaad na ia-adopt nila ito at ipatutupad.

Ang guidelines ay dapat na tumatalima sa CSC, Department of Labor and Employment at Department of Health Joint Memorandum Circular No. 1 series of 2020 na isusumite sa CSC regional offices para sa ‘record at reference.’

Sinabi pa ni Lizada, kabilang sa arrangements ang trabaho na ginagawa sa labas ng opisina at ahensiya kung saan dapat na i- adopt ang performance standards at timeliness o napapanahon.

Aniya, kabilang sa flexible workplace option ay ang mga sumusunod:

Work from home – isang work arrangement para sa mga government official o empleyado na magtrabaho sa kanilang tahanan o bahay.

-Work from satellite office – isang work arrangement kung saan sa halip na mag-report sa kanilang tanggapan, magre-report ang mga ito sa kanilang agency satellite office malapit sa kanilang tahanan, central, regional, at field offices.

-Work from another fixed place – trabaho sa loob ng Pilipinas, at hindi sa ibang bansa ay ginagawa sa lugar na ‘conducive’ para sa productive work at efficient performance ng official duties at responsibilities maliban pa sa kanilang tahanan o bahay o satellite office.

“Pero klaruhin natin ito, conducive for productive work, hindi po puwede ngayong week eh, doon po ako sa Boracay o doon ako sa Palawan, hindi ho puwede because this is still subject to the supervisor, recommendatory, the heads of the agencies still have the final say on this,” paglilinaw ni Lizada.

Para naman sa flexible work arrangements, kabilang aniya rito ang “Compressed work week still includes 40 hours of work in a week – The employees may work four days in a week, but the government agencies must ensure there are people present in the offices five days a week; Skeleton workforce – refers to a minimum number of government officials or employees reporting to service to man the office where full staffing pattern is not possible at Work shifting – refers to work arrangement applicable to offices with 24 hours occupational groups that provide security and safety like Bureau of Immigration, customs, public health, and security.”

Kasama rin ang “Flexitime – the government official or employee can go to work anytime between 7 a.m. to 7 p.m. provided that there is eight hours of work and there are people assigned during the core working hours which is 8 a.m. to 5 p.m. at Combination – this could be eight hours for four days work in the office and then one day work from home; only if work from home is applicable to the nature of work. ” Kris Jose
