Full reparation sa comfort women isinusulong ng CHR

MANILA, Philippines – Hinimok ng Commission on Human Rights (CHR) ang pamahalaan na tugunan ang rekomendasyon ng United Nations Committee on the Elimination of Discrimination against Women na magbigay ng full reparation para sa mga Filipina comfort women sa panahon ng World War II.

Ang pahayag na ito ng CHR ay kasunod ng naging deklarasyon ng UN committee na nilabag ng bansa ang karapatan ng mga biktima ng sexual slavery na ginawa ng mga sundalong Hapon noong panahon ng giyera.

“The Commission on Human Rights, as the country’s independent national human rights institution, urges the Government of the Philippines to seriously consider and act on the recommendations of the Committee, particularly on providing the victims ‘full reparation, including recognition and redress, an official apology, and material and moral damages’ proportionate to the physical, psychological, and material damage suffered by them and the gravity of the violation of their rights experienced,” saad sa pahayag ng CHR.

Iginiit nito na noong 2019, suportado na ng komisyon ang Comfort Women Compensation and Benefit Act na inihain sa ika-17 Kongreso na naglalayong tulungan at kilalanin ang karanasan ng comfort women at pagaanin ang kanilang pagdurusa sa pamamagitan ng reparations.

“It bears noting that CHR has long since stood for the restoration of the dignity and reputation, as well as in upholding the rights, of all Filipinas who suffered and survived wartime sexual violence and slavery during the Second World War,” anang komisyon.

Iginiit din ng CHR na sa ilalim ng 1987 Constitution ay ipinagbabawal ang torture at karahasan, at binibigyang mandato ang pagbibigay ng kompensasyon sa mga biktima at kanilang pamilya.

“To a larger, nobler end, providing reparations to Filipina “comfort women” pursues transitional justice, where large-scale and systematic human rights violations are addressed so that the nation and its people can move towards peace and reconciliation,” ayon pa sa CHR.

Sinabi naman ng pamahalaan na pag-aaralan nila ito at magpapasa ng written response sa UN panel. RNT/JGC
