Fully digital budget payment target ng DBM sa 2023

MANILA, Philippines – Target ng Department of Budget and Management (DBM) na gawing full digital ang pagpapalabas ng budget documents sa first quarter ng 2023.

Sa isang kalatas, sinabi ng DBM na ang pagpapalabas ng Special Allotment Release Order (SARO), Notice of Cash Allocation (NCA), and Notice of Organization, Staffing and Compensation Action (NOSCA) sa iba’t ibang ahensiya ng pamahalaan ay gagawing “fully digital” sa susunod na taon.

Sinabi ng departamento na kabilang sa mga “top priorities” ng administrasyong Marcos ay ang “transform and digitalize government processes, records, and databases toward achieving bureaucratic efficiency and a sustainable economy.”

“Noong Cabinet meeting po, sinabi po ni Presidente that he’s also pro-digitalization to reduce ‘yung cost of doing business, [promote] transparency, and accountability,” ayon kay Pangandaman.

“So, noong lumabas po ‘yung second version [of the draft budget], most of the agencies po, we adopted ‘yung kanilang mga digitalization programs. We have provided more than P300 billion for the digitalization program of the different national government agencies,” dagdag na pahayag nito

Winika pa ng DBM na sinimulan na nila ang kanilang digital transformation initiatives matapos na lagdaan kamakailan ang isang kasunduan kasama ang tatlong awtorisadong government servicing banks para sa implementasyon ng online release ng Notice of Cash Allocation (NCA).

Sa pamamagitan ng digital initiative, sinabi ng DBM na makatitipid sila ng milyong halaga ng gastos sa pamamagitan ng “reducing costs on security paper, printing, supplies, and transportation expenses for physical claiming of documents by agency representatives.”

“In the NCA, if we start next year, we will save at least P33 million on the printing and the cost of paper,” ayon Kay Pangandaman, sabay sabing may isang “special paper” ang ginagamit sa printing sa budget document.

“So, we don’t have to print that [using special paper]. So, hopefully po, until first semester of next year, all of the releases of the DBM will be digital. No more hard copies,” aniya pa rin .

“The online release of the NCAs will be carried out through the DBM’s Action Document Releasing System (ADRS),” ayon Naman sa DBM.

Ang ADRS ay isang web-based application na ginagamit para mapabilis ang pagpapalabas ng aprubadong DBM action documents sa digital format na direkta sa authorized users ng recipient agencies.

Sinabi pa ng DBM na nagi- invest din sila sa cybersecurity part ng sistema.

“If there’s digitalization effort, the investment on cybersecurity will be huge. The investment requirement for digitalization is substantial, but I think at the end of the day po, the savings that we will incur from all the digitalization effort will be more advantageous for the national government,” ayon kay Pangandaman.
