Garin dinepensahan si Cascolan

MANILA, Philippines – Dinepensahan ni Iloilo 1st district Rep. Janette Garin na siya ring dating kalihim ng Department of Health (DOH) ang pagkakatalaga kay dating Philippine National Police (PNP) chief Gen. Camilo Cascolan bilang undersecretary ng ahensya.

“We respect the executive’s decision to appoint a non-doctor in the [DOH],” pahayag ni Garin.

“Delivery of health services is not just about doctors and scientists working together. What is equally important is reaching the grassroots and feeling their pulse,” pagdepensa pa nito.

Idiniin din niya na ang management skills ni Cascolan ay napatunayan na sa kanyang matagal na panahon sa serbisyo.

“Quick and timely response during calamities as well as coordinated implementation of programs under a devolved health care, not to mention the gigantic task of logistics and planning, are important factors in DOH,” dagdag ni Garin.

Nilinaw din niya na bagama’t mahalaga ang papel ng mga siyentipiko at mga doktor ay kailangan din ng mga non-medical managers para sa implementasyon ng mga programa.

“Technical inputs [are] usually provided by doctors and scientists. In fact some Ministers of Health in other countries are non- doctors,” aniya.

Dahil dito ay nanawagan si Garin sa publiko na bigyan ng pagkakataon ang pamahalaan na gawin ang tungkulin nito.

“Surely, each step the executive is undertaking, is supported by a well-planned design to make government more responsive to the needs of the people. Disciplined leadership with a heart is likewise important in making healthcare felt by every Filipino family,” pagtatapos niyang pahayag.

Si Garin ay naglingkod bilang Kalihim ng DOH mula 2015 hanggang 2016 sa panahon ni dating pangulong Benigno Aquino III.

Sa kabilang banda, salungat naman ang pananaw ni House Deputy Minority leader at ACT Teachers Party-list Rep. France Castro sa pagkakatalaga kay Cascolan sa naturang pwesto.

Aniya, tila sampal sa mukha ng mga medical health experts ang nangyaring ito.

“Gen. Cascolan’s appointment is like a slap on the face of dedicated and qualified health care practitioners who were by-passed for the position,” pahayag ni Castro.

Hindi rin kumbinsido ang mambabatas sa kakayahan ni Cascolan sa naturang pwesto.

“What is Gen.Cascolan’s qualification for the health portfolio anyway? Mamanmanan ba nya ang mga progresibong health workers groups o babarilin ba nya ang Covid virus?,” tanong pa niya.

Maliban dito, ibinahagi din ni Castro ang background ni Cascolan bilang bahagi ng “Oplan Double Barrel” operation na salungat sa pangangailangan ng bansa ng isang mapagkakatiwalaang health secretary.

“Malacañang should reconsider Gen. Cascolan’s DOH appointment and would be better off by appointing a full time Health secretary now,” panawagan niya.

“Mr. Marcos is saying that we need to normalize the situation now, immediiately appointing a health secretary would be a step in achieving normalization but definitely not appointing a general to the Health department.” RNT/JGC
