Guidelines ng gobyerno, inalmahan ng artist, filmmaker groups

Manila, Philippines – Inalmahan ng ilang grupo ng artista at filmmakers ang umano’y “overreaching” joint administrative order (JAO) ng Health and Labor Departments at Film Development Council of the Philippines (FDCP) sa pagbabalik ng production shoots sa gitna ng coronavirus pandemic.

Sa ulat, ikinabahala ng mga artista at filmmaker na mauwi ang JAO sa censorship.

“You have to report and submit seven forms, seven days prior to the shoot, centralized to FDCP, including information on budget, which is really intrusive,” ani Paolo Villaluna, presidente ng Directors’ Guild of the Philippines, Inc.

“Not only is it prone to abuse eventually, there is this fear that if you give out these information now, if FDCP has the power to monitor now, eventually, they will have the power to regulate, and they will have the power to censor,” dagdag pa ni Interguild Alliance spokesperson Mara Paulina Marasigan.

Masyado na anilang maraming industriya ang sakop ng JAO na lagpas na sa mandato ng FDCP.

“There’s this confusion that why is it that even live events, and theater, and everybody actually who has a crew who will be shooting is included in this JAO which is what we’re saying that this is an overreach,” paliwanag ni Marasigan.

“We were given a chance to discuss the document after the fact. No’ng natanggap namin ’yung email, truth be told, the paper itself was actually already signed,” dagdag pa ni Villaluna.

Paliwanag ni FDCP Chairperson Liza Diño, sinisiguro lamang ng JAO ang kalusugan at kaligtasan ng film production crew sa gitna ng COVID-19 pandemic.

“As to the coverage, kung bakit na-cover ang lahat ng audio visual industry, it’s really more to help more sectors to open. Kasi pag covered ka ng JAO, meron kang basehan para payagan ka na mag start ng production.”

“Home productions are not included here because we’re doing our best to transition and just adapt to this new normal,” lahad pa nito.

Nagsagawa rin aniya siya ng konsultasyon bago ilabas ang JAO.

“We hosted 17 consultation meetings not just with our different organizations, but with other allied sectors as well.”

Samantala, umaasa naman ang grupo ng mga artista at filmmaker na mabasura ang JAO. RNT/FGDC
