Manila, Philippines – Napagkasunduan sa idinaos na special meeting ng Security, Justice and Peace Cabinet Cluster kay Pangulong Rodrigo Roa Duterte ang guiding framework o guidelines para sa localized peace engagement.
Ang localized peace talks ayon kay Presidential spokesperson Harry Roque ay alinsunod sa napagkasunduan ng huling meeting ng gabinete nitong Hulyo 4.
Kabilang na rito ang panuntunan kung ayaw ni CPP-NPA -NDF founding chair Jose Maria Sison na dito sa Pilipinas makipag-usap at kung hindi makakasunod sa ilang kondisyon ng gobyerno, na habang nag-uusap aniya ay dapat tigil ang pangingikil ng revolutionary tax; titira ang mga ito sa isang kampo na kung saan ibibigay ng gobyerno ang lahat ng kanilang pangangailangan; at ang pinakaimportante aniya ay dapat dito sa Pilipinas gawin ang peace ralks.
Bibigyan aniya ng kapangyarihan ang mga local government officials para mag-engage sa localized peace talks.
May pitong guidelines na inilatag sa meeting at ito aniya ay “nationally orchestrated, centrally directed and locally supervised and implemented; constitutional integrity and sovereignty will not be compromised; complete and genuine resolution of the local armed conflict, it shall cover the NPAs, organs of political power and Militia ng Bayan; if there is a ceasefire, the constitutional mandate of the state to protect public safety, civilian welfare, critical infrastructure and private properties and the guarantee of rule of law and order will not be compromised at all times; government goodwill, full amnesty package based on disarmament, demobilization, rehabilitation and reintegration to the mainstream of society; the necessary enabling environment set by the President for the formal local talks to proceed are local venue, no coalition government or power-sharing, no revolutionary taxes, extortion, arson and violent activities and the fighters to remain in their pre-designated encampment areas and substantive agenda will be based on the Medium Term Philippine Development Plan and Philippine Development Program 2040.”
Bukod dito, napagkasunduan din aniya na magkakaroon ng apat na klaseng localized peace talks na kasama ang third party.
Ang localized peace talks aniya ay sa pagitan ng local peace channel at local fighters kumbaga aniya ay leadership; community dialogue, informal open communication line at liaison network para ma- facilitate ang peace package, social media exploitation, community pressure sa mga fighters na magpartisipa sa local peace process.
“Mayroon ding local peace package, a direct availment of the GRP peace initiative intended to provide the integration and mainstreaming support without going through process of peace negotiation; and number four, confidential dialogue undertaken to a combatant armed group who desires to lie low without open documentation and will not avail of the peace package program. So magkakaroon po ng executive order that will spell out the guidelines that were agreed upon yesterday ‘no,” ayon kay Sec. Roque. (Kris Jose)
