Hamon sa manpower, fake news tutugunan ng bagong Phivolcs chief

MANILA, Philippines – NAIS ni Philippine Institute of Volcanology and Seismology (Phivolcs) Director Teresito Bacolcol na tugunan ang ilang hamon na kinahaharap ng ahensiya pagdating sa manpower, kakayahan at fake news.

“One of the challenges that we have is the proliferation of fake news in social media during emergencies, which makes the public distrustful of disaster warning agencies like Phivolcs,” ayon kay Bacolcol sa isang panayam.

Ayon kay Bacolcol, ipararamdam nito ang presensiya ng Phivolcs sa traditional at social media platforms para kontrahin ang fake news at magbigay sa publiko ng tamang impormasyon ukol sa hazards o panganib sa kanilang lokalidad.

Sinabi pa ni Bacolcol na may nakikita rin siyang malaking hamon sa plantilla positions at manpower pool ng ahensiya, may nakikita aniya silang lumalaking demand para sa “hazard at risk information” mulasa iba’t ibang pribadong kompanya, ibang ahensiya ng gobyerno at indibiduwal.

“Without security of tenure, there is always the possibility that the temporarily-hired staff will leave the institute,” anito.

Hiniling naman ng national government sa Phivolcs na
i-assess ang government projects gamit ang teknolohiya na dinevelop ng ahensiya.

“These requests put a dent to an already lean staff of Phivolcs conducting research, mapping and monitoring of hazards. Phivolcs has adapted by hiring temporary staff to handle technical support services, but this is not sustainable,” ang wika ni Bacolcol.

Sinabi pa niya na kailangan ng Phivolcs ang denser volcano atseismic networks, sabay sabing ang bansa ay mayroong 24 active volcanoes at 27 potentially-active volcanoes.

Sa 24 na aktibong bulkan, tanging 10 lamang ang kasalukuyang mino-monitor, at dalawa lamang sa 10 ang “equipped with all the required station types.”

Nai-mapa naman ng Phivolcs ang maraming bilang ng active faults na mga matataong lugar sa lungsod.

Ani Bacolcol, sa nakalipas na 10 taon, ilan sa mga faults na ito ay nakalikha ng 76 major at malakas na lindol, karamihan sa mga it ay nagdulot ng pinsala.

“There is a need to increase the density of the Institute’s seismic stations to better understand future earthquake occurrences,” aniya pa rin.

Giit ni Bacolcol, matutugunan lamang ang mga hamon na ito kung mapagtatanto ng Kongreso na ipasa ang panukalang Phivolcs modernization plan.

“For the meantime, we will continue with our partnerships with foreign institutions for knowledge and technology exchange through training, conferences, and other joint efforts in advancing our capabilities. We have existing collaborations with various foreign organizations from Japan, United States and Taiwan in the fields of volcanology and seismology.
