Human trafficking sa NAIA gamit ang private aircraft, pinaiimbestigahan ni Poe

MANILA, Philippines- Nanawagan si Senador Grace Poe sa Senado na magsagawa ng malalim at malawakang imbestigasyon sa nagaganap na human trafficking sa Ninoy Aquino International Airport (NAIA) gamit ang pribadong eroplano.

Sa kanyang privilege speech, ibinulgar ni Poe ang posibleng human trafficking sa NAIA sa insidente nitong Pebrero 13, 2023 na kinasasangkutan ng isang eroplano na pag-aari ng Cloud Nine 1 Leasing Company Ltd., na nakabase sa Hong Kong na pinangangasiwaan ang eroplano nito ng local na kompanyang Globan Aviation Service Corporation.

Ayon kay Poe, nakatanggap ng anonymous tip ang Philippine National Police Aviation Security Group (PNP-AVSEGROUP) dakong alas-3:09 ng hapon nitong Lunes na nakatakdang umalis ang anim na deklaradong pasahero patungong Dubai sa ganap na 10 pm nang gabing iyon, pero ang eroplano na may tail number N92527E ay pawang may 14 na pasahero.

“AVSEGROUP briefed the aircraft inspectors about a possible interdiction operation and instructed them not to sign any document until the aircraft and its passengers were thoroughly inspected,” ayon kay Poe.

Sinabi ni Poe na dakong 7:45 pm, nagpunta ang aircraft inspectors at general aviation police station personnel sa Balagbag Rampo kung saan naka-istasyon ang eroplano upang umalis.

“They informed Globan representatives that the aircraft and its passengers would be inspected before the Safety Security Flight Coordination sheet could be signed for its departure,” paliwanag ni Poe.

“Two Globan vans carrying three foreign national crew arrived at the ramp at 9:15 p.m., followed by another van carrying three immigration officers and six foreign nationals at 10:11 p.m,” dagdag pa ni Poe.

Ayon kay Poe, may escort ang van na galing sa Airport Police Department patrol vehicles.

“The verification procedure with the immigration officers found that the six passengers were the same persons in the General Declaration,” ayon kay Poe.

Pero, sinabi ni Poe na nagsabi ang Globan na may hinihintay pa silang iba pang pasahero.

“We were able to secure a copy of this flight’s General Declaration at nakasaad dito na tatlong crew at anim na pasahero lang ang dapat na sakay ng eroplano. Ngunit base sa impormasyong nakuha namin mula sa Bureau of Immigration, pito ang pasaherong nakasaad sa hawak nilang General Declaration: isang Malaysian, Korean, Chinese, Vanuatu at tatlong mula sa Saint Kitts and Nevis. Nasabi rin sa atin na ang hawak nilang mga visa ay mix ng tourist, employment at Special Resident Retiree’s Visa (SRRV),” ayon kay Poe.

Pagsapit ng alas-10:20 ng gabi, ayon kay Poe, dalawa pang van ang dumating na may sakay na walang katao na pawang mga Asyano.

“These individuals were not included in the General Declaration but they attempted to board the aircraft—attempted, dahil natigilan sila nang makitang kumukuha ng video ang isa sa mga aircraft inspectors ” ayon kay Poe.

“At around the same time, the inspectors noticed three unauthorized individuals entering the aircraft followed by the aircraft door closing,” dagdag niya.

Sinabi ni Poe na inatasan ng airport inspector ang Globan handler na pigilin ang pag-alis ng eroplano habang nagtutungo ang AVSEGROUP sa ramp upang kuwestiyunin ang immigration officer kung bakit nabigyan ng clearing ang eroplano nang walang pre-flight inspection at kung bakit may pasahero itong hindi nakalista sa General Declaration.

“The immigration officers said that they already processed the additional passengers and that they were cleared to travel even though they were not included in the flight manifest,” ayon kay Poe.

Sinabi ni Poe na kahit nagkaroon ng koordinasyon sa kinatawan ng Globan, lumipad ang eroplano dakong 10:40 pm.

“We should check if Globan’s really in the business of smuggling people out of the country,” aniya.

Ayon kay Poe: “The AVSEGROUP called the control tower to hold the departure but they were told that it was not possible because the flight navigation clearance had been approved”.

Kasalukuyang iniimbestigahan ng Bureau of Immigration ang insidente at naghihintay pa siya ng tugon hinggil dito.

Aniya, hindi lamang ngayon nangyari ang naturang insidente sa NAIA .

“In December 2022, some Chinese nationals managed to leave the country on a private aircraft without pre-flight inspection clearance. This was reported to the Manila International Airport Authority (MIAA) but that no action was taken,” ayon kay Poe.

“Malinaw na may irregularity at paglabag sa existing policies at procedures ng airport agencies tulad nang MIAA, Immigration, PNP Aviation, at CAAP,” dagdag ni Poe.

Bukod sa kawalan ng pre-flight inspections clearance bago lumipad ang eroplano, kinuwestiyon din ni Poe kung bakit may ilang indibiduwal na nakakapasok sa security-restricted area nang hindi dumadaan sa tumpak na security screening procedure at dokumentasyon.

“Pag tayo ini-escort papasok doon sa may tarmak ng airport, yan ay usually domestic flight at tsaka sangkatutak na kailangan meron tayong dinadaanang proseso. Ito, parang kasama pa nila ang immigration sa paghatid sa kanila. Walang nakalista kung ano ang mga dala-dala nilang mga bagahe,” giit ni Poe.

“Mr. President, pwede palang pumuslit dito kahit sino. Pwedeng espiya, pwedeng naghu-human traffic,” patuloy niya.

Aniya, hindi lamang paglabag sa protocol ang nangyari, bagkus dapat maimbestigahan nang malaliman dahil nasasangkot dito ang national security at human smuggling.

Iginiit na Poe na dapat magpaliwanag ang BI kung bakit nakakaalis ang sinuman sa pamamagitan lamang ng salitang may clearance mula sa isang immigration officer nang hindi inaamendahan ang General Declaration, base sa tamang proseso.

“Malinaw na may tinatago ang mga taong nasa likod nito. Is this a case of human trafficking? But we have yet to confirm. Hanggang ngayon despite our consistent follow-ups, we are still awaiting the report from MIAA,” aniya.

Pinaimbestigahan din ni Poe ang insidente na posibleng may koneksiyon ito sa Philippine Offshore Gaming Operations (POGO) industry.

“We call on the proper Committees to look into this further so that we can strengthen and reinforce our borders at once. Let us not allow private flights in our airports as a highway for human trafficking,” aniya.

Bukod kay Senate President Juan Miguel Zubiri, nagpahayag ng matinding pagkadismaya din ang iba pang senador saka sinuportahan ang panawagan ni Poe na magkaroon ng imbestigasyon.

“I totally agree. Not only spies, you can have criminals, they could have a criminal record here and then to avoid arrest, flying out in the middle of the night,” ayon sa Senate president.

Para naman kay Senate Majority Leader Joel Villanueva, isang bagay ito na may isyu ng pananagutan at graft and corruption.

Nagalit naman si Senador Ronald dela Rosa sa insidente dahil tila binibigyan ng special treatment ang mga Chinese nationals habang dumadanas ng panggigipit ang Philippine Coast Guard sa West Philippine Sea.

“Apparently, our people on the ground are doing…While these people are identified to be Chinese-sounding names, their compatriots are blinding our Coast Guard with laser lights and yet dito sa ating teritoryo [here in our territory], they are given the VIP treatment. What a disgusting incident, Mr. President. Hindi ako naiinis, kundi gusto ko na sakalin yung mga tao natin na gumagawa ng ganoon ,” ayon kay Dela Rosa.

“Vina-violate natin lahat ng protocols, vina-violate natin lahat ng batas just to give VIP treatment to these people,” dagdag na Dela Rosa na kitang-kitang galit na galit.

Inalok ni Dela Rosa ang kanyang komite, ang Senate committee on public orderand dangerous drugs na mag-imbestiga sa insidente.

Pero, ibinigay ng plenaryo ang privilege speech sa Senate blue ribbon committee, kasama ang committee on public order at committee on public services.

Samantala, itinanong naman ni Senador Risa Hontiveros kung ang Globan na binanggit ni Poe sa kanyang talumpati ang katulad na Globan flight provider na nagtangkang ipuslit sina Twinkle Dargani at Mohit Dargani palabas ng bansa.

“The Dargani siblings are affiliated with Pharmally Pharmaceutical Corporation—the company that was implicated in the alleged overpriced purchase of COVID-19 supplies during the height of the pandemic,” ayon kay Hontiveros.

Sinuportahan din si Poe nina Senate President Pro Tempore Loren Legarda, Senators Robin Padilla, at Sherwin Gatchalian. Ernie Reyes
