IBP naalarma sa matagal na pagkadetine ng mga quaratine violator

Manila, Philippines – Naalarma ang Integrated Bar of the Philippines (IBP) sa mas matagal na pagkakadetine ng mga quaratine violator.

“It is a cause for concern. Especially so that the Supreme Court as early as April 20 and later on in April 30, issued circulars directing the prompt release of those detention prisoners with minor offenses,” ayon kay IBP President Domingo Cayosa.

Kaagad naman itong nakarating kay Chief Justice Diosdado Peralta.

“I’m surprised why there is a delay in the filing kasi kung i-file na nila ‘yan, available ‘yan or fine lang ‘yan, ang ginagawa na lang nung nahuhuli nag-babayad na lang siya ng fine, eh,” saad ni Peralta.

Basa sa datos ng Joint Task Force COVID Shield (JTF COVID Shield), 495,861 ang nahuling quaratine violator mula Marso 17 hanggang Oktubre 27 sa buong bansa.

Sa bilang na ito, 125,744 ang naaresto habang 300 pa ang nakadetine.

“The approach less of criminal enforcement or arrest and detention. The approach would be education. Informing the people, informing the lawyers, informing the judges, informing the police officers of these new rules that actually make it easier for the courts to release these detention prisoners,” ani Cayosa.

Iginiit naman ng JTF COVID Shield at ng Department of the Interior and Local Government na hindi sila nagdedetine ng isang violator na lumabag lamang sa health protocol tulad ng hindi pagsusuot ng face mask at curfew violation.

“Only seven percent of the total number ng na-accost natin ‘yung ating in-inquest or na-detain for violation of other cases. Particularly disobedience, resistance, as well as direct assault. Pati na rin ‘yung violation ng RA 11332,” paliwanag ni JTF COVID Shield Commander Police Lieutenant General Guillermo Eleazar. RNT/ELM
