Inflation, krisis sa ekonomiya ‘urgent’ kaysa Maharlika fund – expert

MANILA, Philippines – Kinwestyon ng isang tax expert ang pagsusulong ng Maharlika Investment Fund gayong ang bansa ay nakararanas pa rin ng mataas na inflation, malaking utang, budget deficit at iba pa.

Sa panayam ng ANC kay Asian Consulting Group founding chairman at chief tax advisor Mon Abrea, marami umanong “urgent” matters ang dapat na tutukan ng mga mambabatas kaysa ang MIF na wala pang malinaw na mapagkukuhanan ng pondo sa ngayon.

Ilan sa mga dapat bigyang-prayoridad ayon kay Abrea ay ang inflation na nasa record high noong Disyembre 2022 na 8.1%.

“My first concern is why are we discussing this? What is it for when there is an economic crisis, looming recession, high inflation and not forgetting about the price of onions? There’s a lot more urgent matters to be discussed. I don’t know where Maharlika funds will fit in, in all these problems right now,” aniya.

“The fact when the public reacted when they will be using the pension fund of SSS and GSIS… they retracted and revised the bill…I think it’s clear that the government doesn’t know exactly where it would source the fund and how can they make it profitable,” dagdag pa nito.

Sa inisyal na bersyon ng panukalang magtatatag sa MIF, isa sa pagkukuhanan ng pondo para rito ay ang pension funds na kalaunan ay inalis matapos batikusin ng publiko.

Dahil dito, naging suhestyon ng mga may-akda nito na kumuha na lamang mula sa kita ng Bangko Sentral ng Pilipinas, Development Bank of the Philippines at Landbank of the Philippines.

Binago naman ito ni Albay Rep. Joey Salceda at sinabing kukunin na lamang ang pondo mula sa dibidendo ng mga government-owned and controlled corporations (GOCCs), hindi naman ito sinang-ayunan ni Pangulong Ferdinand Marcos Jr.

“The very nature of a sovereign wealth fund should come from a budget surplus which we don’t have. In fact, we have a budget deficit. More than a hundred billion, and it would continue to be deficit because we need to improve our revenue collection, so we go back again to tax collection,” sinabi ni Abrea.

Noong Nobyembre 2022, lumiit sa P123.9 bilyon ang budget deficit ng bansa habang ang utang naman ng Pilipinas ay lumobo pa sa P13.64 trilyon sa kaparehong buwan.

“I should be reminding Cong. Salceda to really do your job properly because we are in dire need of funding and the Maharlika Investment Fund will not address that. It would even threaten or further increase the risk of our P13 trillion debt,” giit ni Abrea.

“The problem with this fund is it’s promising a return [but] there is no guarantee. But the debts have guaranteed interest that we have to pay and it will only be coming from the collection of taxes,” dagdag niya. RNT/JGC
