Isinabatas na fixed-term, ikinatuwa ng DND, AFP

MANILA, Philippines – Kapwa ikinatuwa ng Department of National Defense (DND) at Armed Forces of the Philippines (AFP) ang pagpapasa at pagiging ganap na batas ng Republic Act 11709 o ang batas na nagkakaloob ng three-year fixed term para sa mga key officials ng Armed Forces of the Philippines, kabilang na ang chief of staff.

Pinirmahan na kasi ni Pangulong Rodrigo Roa Duterte ang Republic Act 11709 — o Act Strengthening Professionalism and Promoting the Continuity of Policies and Modernization Initiatives in the Armed Forces of the Philippines by Prescribing Fixed Terms for Key Officers thereof, Increasing the Mandatory Retirement Age of Generals/flag Officers, Providing for a More Effective Attrition System, and Providing Funds therefor “— noong Abril 13 subalit nito lamang Mayo 16, araw ng Lunes, inanunsyo ng Malakanyang.

Sa ilalim ng nasabing batas, ang mga military officials na makakakuha ng three-year term maliban sa chief of staff ay ang “vice chief of staff, deputy chief of staff, commanding general of the Philippine Army, commanding general of the Philippine Air Force, flag officer in command of the Philippine Navy, unified command commanders; at inspector general.”

Ang tour of duty ng mga nasabing opisyal ay magsisimula sa petsa kung kailan nilagdaan ang appointment at uupo sa posisyon sa loob ng three consecutive years maliban na lamang kung kaagad na tatapusin ng Pangulo, “provided that those mentioned will not be eligible for any other position in the Armed Forces unless promoted to the position of chief of staff.”

Idagdag pa rito, ang fixed tour of duty ng chief of staff ay maaaring mapalawig ng Pangulo “in times of war or other national emergency declared by Congress.”

Nakasaad naman sa batas na ang fixed term ay may kaakibat na layunin na kailangan na magampanan gaya ng “enhance professionalization in the organization by strengthening the merit system, allow the new leadership a longer period to implement reforms, and institutionalize sound policies that will redound to the improvement of the AFP, promote the most qualified officers to higher ranks and obviate revolving door accommodation promotions to successfully create a new culture of excellence in leadership and accountability in the AFP.”

Ang grounds naman para sa referral ay nakasaad sa rules and regulations na ipapalabas para sa epektibong implementasyon ng batas.

Gayunman, sinabi ni Lorenzana na nililimitahan ng bagong batas ang bilang ng general officers sa 0.01 percentum sa “total strength” ng AFP at binabawasan ang bilang ng general officers nito mula 196 sa kasalukuyan sa 153.

Naniniwala si Lorenzana na “optimal number” of generals in the organization “to efficiently and competently lead the AFP.”

Samantala, sinabin naman ni General Andres Centino, AFP Chief of Staff, na ang military organization ay kumpiyansa na ang newly-signed law ay “bring stability in the military organization as we continue to fulfil our mandate as protectors of the people and the state.”

“We are grateful for the support of the administration as well as the Senate and the House of Representatives in ensuring the continuity of our programs and operations,” ayon kay Centino sa isang kalatas.

“This shall make the AFP a more efficient and effective organization and will contribute to the realization of our vision of a more credible Armed Forces which is a source of national pride,” dagdag na pahayag nito.

Kapuwa naman nagpahayag ng pasasalamat sina Lorenzana at Centino kay Pangulong Duterte para sa pagsasabatas ng Republic Act 11709
na malinaw lamang na pagtupad sa kanyang “vision and programs” para sa kapakanan ng AFP kabilang na ang “higher pay, more troops, more brand new equipment, and improved health services for them.” Kris Jose
