Jail congestion pumalo sa 403% noong 2020 – COA

Manila, Philippines – Iginiit ng state auditors ma pumalo ang congestion rate ng  Bureau of Jail Management and Penology (BJMP)  sa mga kulungan sa Pilipinas sa halos 403% noong 2020 sa gitna ng COVID pandemic.

Sa 2020 annual report, tiniulat ng Commission on Audit (COA) na ang kabuuang jail population ng bansa ay nasa 115,336 buhat nitong December 31  sa nasabing taon.

Lumagpas ito sa kabuuang ideal capacity na 34,893.

Ayon sa COA, pinakamataas ang jail congestion rate sa Calabarzon na may 619%; sinundan ng Central Luzon na may 609%; at Metro Manila na may 595%.

“Congestion in jails resulted in health and sanitation problems as well as increased gang affiliation of inmates.”

“To sustain survival, inmates hold on to gangs or ‘pangkat’ where they find protection, network of social support and most important, access to material benefits, which are scarce in highly congested facilities,” dagdag pa ng COA.  RNT/FGDC
