MANILA, Philippines – Kumbinsido si Pangulong Ferdinand Marcos Jr. na ang  ipinatupad na lockdowns bunsod ng COVID-19 pandemic ay dapat na nag-udyok sa Pilipinas para palakasin ang produksyon ng local medicines upang magkaroon ng sapat na stockpile sa panahon ng emergency.

“Let’s maximize the local production. The initial reason why this came up is the supply problems that we encountered during the lockdowns so we need to be prepared. We should be able to produce the local supply of essential medicines,” ang sinabi ni Pangulong Marcos sa isang pulong kasama ang Private Sector Advisory Council (PSAC) healthcare sector group.

Inatasan ng Chief Executive ang Department of Health (DOH) at Food and Drug Administration (FDA) na makipagtulungan sa pribadong sektor para tukuyin ang mga medisina na gagawin sa lokal na pagawaan.

“The Health department and FDA should also maximize the utilization of the capacity of local pharmaceutical manufacturers, particularly in the production of basic medications for poor Filipino patients such as anti-tuberculosis drugs,” ayon sa Punong Ehekutibo.

Tututukan naman ng PSAC ang mga bagong teknolohiya sa  healthcare na maaaring gamitin para sa geographically isolated at disadvantaged areas at irekomenda ang mga ito sa DOH at PhilHealth.

Pag-aaralan din nito ang feasibility ng pagtatatag ng remote diagnostics centers at pagsuri  ng bagong medical technologies at halaga nito.

Itinulak din ng advisory council ang patuloy na digitalisasyon ng information systems ng FDA hanggang sa kanilang target completion sa Agosto ngayong taon.

“Once digitalized, other systems such as new chemical entity renewal, certificate of listing of the identical drug product (CLIDP), and post-marketing surveillance will follow,” dagdag  nito.

MANILA, Philippines – Hindi sapat ang sick leave upang matutunan ang hirap at sakit na nararanasan buwan-buwan ng mga babaeng empleyado dulot ng menstruation o buwanang dalaw.

Ito ang sinabi ni House Assistant Minority Leader Arlene Brosas of Gabriela party-list nitong Miyerkules, Marso 29 bilang tugon niya kay Employers Confederation of the Philippines (ECOP) president Sergio Ortiz-Luis, na nagsabing ang panukalang buwanang menstrual leave ay sakop na ng umiiral na service incentive leave, maternity leave, solo parent leave, at leave para sa mga biktima ng karahasan, maging ang iba pang paid leaves.

“Sick leaves are inadequate to cover the health consequences of monthly menstrual-related symptoms that women workers experience,” giit ni Brosas.

“From our proposed wage increase to our recently filed menstrual leave, ECOP never fails to counter pro-worker measures in the name of maintaining super profits for big businesses,” dagdag pa niya.

“Ang matinding kinakaharap ng kababaihan ay ang mababang pasahod at kawalan ng benepisyo, hindi ang menstrual leave na tiyak na magiging malaking alwan para sa kanila,” pagpapatuloy nito.

Matatandaang inihain ni Brosas ang House Bill 7758 na naglalayong magbigay ng menstrual leave ng aabot sa dalawang araw kada buwan na may 100% daily remuneration sa lahat ng babaeng empleyado sa pribado at pampublikong sektor.

“Our House Bill 7758 seeks to provide women workers with a maximum of two days menstrual leave per month, which is far different from sick leaves, which are normally given only five days per year,” sinabi pa ni Brosas.

Pinuna niya rin ang sinabi ni Ortiz-Luis na mawawalan ng trabaho ang mga babae kung magiging batas ito, dahil mas pipiliin na ng mga employer na kumuha ng lalaking manggagawa.

“Gender preference and discrimination in the world of work should not be used as an excuse to deprive workers of reproductive health benefits,” aniya.

“In fact, the existence of such gender inequalities should push the government to monitor and improve the implementation of policies which prohibits gender discrimination in the workplace,” dagdag ni Brosas. RNT/JGC

MANILA, Philippines – Nagpahayag ng kumpiyansa si Senador Ronald “Bato” dela Rosa nitong Miyerkules, Marso 29, na maipapasa sa ika-19 na Kongreso ang panukalang magpapakilala sa bagong pension system para sa mga incoming military at uniformed personnel (MUP).

Ang pahayag na ito ni Dela Rosa ay kasunod ng sinabi ni Finance Secretary Benjamin Diokno na okay kay Pangulong Ferdinand Marcos Jr. ang panukalang reporma sa pension system ng MUP kasabay ng babala nito na ang bigong pagtugon sa pensiyon ng retirees ay magdudulot ng “fiscal collapse.”

Inalala ng senador na ang mga repormang ito ay napapag-usapan na sa 18th Congress pa lamang, ngunit bigong maaprubahan ang panukala.

“Last administration pa ‘yan, panahon pa ni [former] President [Rodrigo] Duterte, tina-tackle na namin ‘yan sa Kongreso ‘yung paggawa ng measure na ‘yan to address ‘yung magiging fiscal deficit at magiging malaking problema ng gobyerno kung ‘di ‘to ma-address… So siguro this Congress, baka lulusot na ‘yan,” sinabi ni Dela Rosa sa panayam ng DZBB.

Dahil mayroon nang panukalang naglalayong magkaroon ng bagong pension system para sa MUP na inihain sa Senado, sinabi ng senador na dapat na itong pag-usapan sa committee level upang maipasa agad-agad.

“Napakalaki talaga [ng budget for pension]. Dapat ang malaki dapat d’yan ‘yung capital outlay at MOOE (maintenance and other operating expenses) para maganda ang performance ng ating ahensya,” ani Dela Rosa.

Naniniwala naman siya na ang bagong sistema ay hindi magdudulot ng demoralization sa hanay ng military at uniformed personnel dahil ito ay para lamang sa mga bagong papasok.

“Hindi po maapektuhan ‘yung mga ongoing ngayon na mga retirado kasi kapag ihihinto ‘yan right away, immediately, magiging abrupt ‘yung changes, hindi po matanggap ‘yan ng mga retirado kasi yung kanilang mindset ay nakaset na sa prevailing na sitwasyon,” sinabi pa ni Dela Rosa.

Samantala, sinegundahan ito ni Senate Minority Leader Aquilino “Koko” Pimentel III at sinabing ang reporma ay “long overdue” na.

“I shall await the ‘version’ of this [administration] and examine their approach to the problem,” ani Pimentel.

Hinimok naman ni Senador Francis Tolentino ang pamahalaan na silipin na rin ang posibleng reporma sa iba pang pension systems katulad ng Social Security System.

“Dapat siguro dito isang aral na lang how we can surmount these threats as to the stability of our pension system,” pahayag ni Tolentino sa isang online media briefing.

Samantala, sinabi naman ni dating AFP Chief of Staff at dating Senator Rodolfo Biazon na dapat mahigpit na pag-aralan ng pamahalaan ang bagong pension system para sa military men at iba pang uniformed personnel.

“Okay [ito] pero dapat pag-aralan ng mabuti ano ang hangganan kung gaano kataas [ang contribution]… kasi ang pension, hindi lang ang sundalo ang nakataya d’yan, ang nakataya d’yan yung pamilya n’ya. Kaya medyo ingat nang kaunti. Kung ano ang tama siguro pag-aralan,” aniya. RNT/JGC

MANILA, Philippines – Siniguro ng Moro Islamic Liberation Front (MILF) na patuloy nilang igagalang ang pangako nitong kapayapaan sa ilalim ng tinintahang Comprehensive Agreement on the Bangsamoro (CAB) siyam na taon na ang nakalilipas.

Sa pahayag nitong Martes, Marso 28, sinang-ayunan ni Bangsamoro Education Minister Mohagher Iqbal, na umuupo sa MILF peace implementing panel, ang pahayag ni Pangulong Ferdinand Marcos Jr. kaugnay sa Bangsamoro peace process.

Sa video message kasi kasabay ng ika-siyam na anibersaryo nitong Lunes, nangako si Marcos na patuloy na kikilalanin ng kanyang administrasyon ang mga commitment ng pamahalaan noon sa CAB.

“We in the national government will do our part to fulfill our commitments under the peace agreement and see its full implementation. We shall not waver from this,” ayon sa Pangulo.

Inihayag din ni Marcos na ang paggunita sa kasunduan ay isang “testament to the firm commitment of our government and of our people to sustain and build on the gains of peace in the Bangsamoro.”

“For nine years, the peace pact has stood firm (and) the Bangsamoro people had thrived and flourished. We shall ensure that they continue to do so,” dagdag pa ni Marcos.

“As we have said before, the path to lasting peace is always under construction. But we shall build and walk this path together so that our children and the generations that will follow shall live lives of prosperity and peace,” pagpapatuloy pa niya.

Pinuri naman ng Pangulo ang pagpasa ng interim Bangsamoro parliament sa Bangsamoro Electoral Code, na nagpapatibay sa pagsasagawa ng kauna-unahang regional elections sa 2025.

Ani Iqbal, saludo ang MILF sa Pangulo “for his firm resolve and commitment to the full implementation of the peace agreement, where according to him, the Bangsamoro can thrive and flourish.”

“In return, we promise the President that we will do everything to fulfill our part of the agreement. We shall direct our people and supporters to cooperate and ensure peace. Political will be reciprocated by political will,” dagdag pa niya.

Pagpapatuloy ni Iqbal, “while there are miles to go before peace is achieved in the southern Philippines, in this journey, we offer the President that the MILF shall walk this path with him side by side and with parity of esteem.”

“We offer the strength, dreams and determination of the Bangsamoro people.”
