Magna Carta sa mga marino prayoridad ng Kamara – Romualdez

MANILA, Philippines – Isa sa prayoridad ng Kamara ang panukala na magtatatag ng Magna Carta for Seafarers.

Ito ang sinabi ni House Speaker at Leyte 1st District Rep. Ferdinand Martin Romualdez nitong Biyernes, Disyembre 2 kasabay ng 20th commencement exercises ng Maritime Academy of Asia and the Pacific (MAAP) sa Bataan.

Sa kanyang talumpati, sinabi ni Romualdez na isa ang proposed Magna Carta for Seafarers sa 32 panukala na tinukoy sa ilalim ng common legislative agenda ng Senado at Kamara.

Ang 32 panukala sa ilalim ng common legislative agenda ay napagkasunduan kasabay ng Legislative-Executive Development Advisory Council (Ledac) meeting na pinangunahan ni Pangulong Ferdinand “Bongbong” Marcos Jr. noong Oktubre 10.

“In fact, it was among the 32 legislative measures specified as priority under the common legislative agenda of the Senate and the House of Representatives,” sabi ni Romualdez.

“Through this measure, we seek to institutionalize the protection of Filipino seafarers’ rights to legitimate concerns such as just terms and conditions of work and safe and secure workplace that complies with safety standards, free legal consultation and representation, and appropriate accommodation, recreational facilities, proper and adequate nutrition onboard in order to protect and promote health and physical, emotional and psychological well-being of seafarers,” dagdag pa niya.

Sa kasalukuyan, ang House Bill No. 1758 na inihain nina Davao City 1st District Rep. Paolo Duterte at Benguet Rep. Eric Yap ay naglalayong magtatag ng Magna Carta for Seafarers.

Kung maipapasa, ang panukala ay mag-oobliga sa mga ahensya ng pamahalaan na palakasin at pagbutihin pa ang working conditions, terms of employment, career prospects at oportunidad sa mga marinong Pinoy.

Maliban dito, ibinahagi rin ni Romualdez ang proposed Maritime Education and Training Act at International Maritime Instrument Domestication Act na layong magtayo ng modern maritime education and training system sa bansa kasabay ng pagpapatupad ng international standards sa maritime industry.

“In the field of education, the goal is to produce graduates who are globally competitive, hence, it is imperative that laws are enacted to improve the educational system, prepared for any internal and global crises that may come our way,” ani Romualdez.

“I take the liberty of explaining these initiatives of the 19th Congress with you so are aware of what are in store for you after graduation and upon formal entry to the country’s workforce […] (The 19th Congress) will support your endeavors to provide quality education and topnotch graduates for the maritime industry,” dagdag niya.
