NBI: Paglikha ng Nat’l Police Clearance System magiging mitsa lang ng kalituhan

MANILA, Philippines- Inihayag ng National Bureau of Investigation (NBI) nitong Martes ang reserbasyon sa Senate Bill 725 na naglalayon na lumikha ng National Police Clearance System, at sinabing magdudulot lamang ito ng pagkalito sa publiko.

“We also cited in our position paper the disadvantages in having two national clearance systems with [the] PNP and NBI because of the possibility of confusion later on that it could bring to the public,” sabi ni Victor Lorenzo, officer-in-charge ng Office of the Assistant Director for Information and Communications Technology Service ng NBI.

“What will happen if the records of the other system will indicate no criminal records while in our database with criminal [record]? Which will prevail? That’s one of the issues that we have raised,” dagdag niya.

Bagama’t naiintindihan umano ang layunin ng panukala, iginiit ni Lorenzo na legal mandate ng NBI “to maintain and be the central repository of all criminal and non-criminal records.”

“Adjunct to that function, is being the national clearing house for criminal records of the country,” giit pa niya.

Alinsunod sa Republic Act 10867 o sa NBI Reorganization and Modernization Act, sinabi ni Lorenzo na mandato ng bureau na lumikha ng modernized clearance at identification center.

“We have in our pipeline so many initiatives to modernize, to digitize, to make our clearance system more convenient to the public, more credible, and more [secure],” sabi niya.

Inirekomenda ni Lorenzo sa PNP na makilahok sa inisyatiba ng Department of Justice sa pagbuo ng National Justice Information Service kung saan pwede nilang ma-access ang database ng iba’t ibang ahensya sa ilalim ng DOJ.

Sinabi ni Senator Ronald “Bato” dela Rosa, na nangasiwa sa Senate Public Order and Dangerous Drugs hearing sa SB 725, na ikokonsidera nila ang mga punto na inilatag ng NBI.

Sinabi niya na posibleng panatilihin ang papel ng NBI bilang nag-iisang national clearing house subalit sinabing itutulak pa rin nila na gawing national ang saklaw ng PNP clearance system.

“In the end the NBI and PNP, we are working in one government. We are catering [to] the same clientele, the Filipino people,” aniya.

Inaprubahan ng Senate panel ang SB 725, o panukalang Forensic DNA Database Act, at ang Rank Classification and Organization of Key Positions in the Bureau of Fire Protection and the Bureau of Jail Management and Penology sa committee level. RNT/SA
