NGCP pinatatalupan ng consumer group sa ‘gross failure’

MANILA, Philippines – Hiniling ng isang consumer watchdog group  sa Senado na imbestigahan ang umano’y “gross failure” ng National Grid Corporation of the Philippines’ (NGCP) upang matiyak ang kalidad, stable, secured, at abot-kayang supply ng kuryente, na may masamang epekto sa ekonomiya.

Sinabi ng National Association of Electricity Consumers for Reforms, Inc. (NASECORE) na taliwas sa pagtutok ng Senado sa Malampaya supply contract, mistulang pumikit ito sa mga pagkukulang ng NGCP na lubos na nabuking pagkatapos ng Bagyong Odette noong Disyembre.

“We are the aggrieved witnesses to the negligence of the NGCP, whose transmission assets easily gave way to its fury, causing widespread blackouts that last for weeks if not months,” saad sa sulat kay Senator Sherwin Gatchalian, chair ng Committee on Energy, na may petsyang Pebrero 10 at pirmado ni Nasecore president Pete Ilagan.

Sinabi ni Ilagan na ang Senado ay dapat “magsagawa ng legal na aksyon sa kabiguan ng NGCP na mapanatili ang bagyo at earthquake resilient transmission tower sa lugar ng operasyon nito at upang makakuha ng matibay na mga kasunduan sa pagkuha ng serbisyo.”

Sinabi ng grupo na ang NGCP ay “lavished with tens of billions of funds collected from the consumers through the ERC’s (Energy Regulatory Commission) generous rate-setting process since NGCP acquired the assets of TransCo (National Transmission Corporation) in 2009”.

“Sad to say, we are disappointed with the Senate Committee on Energy’s fixation on the Chevron Malampaya deal while giving short shrift to the disaster that is the NGCP, whose negligence has brought suffering to tens of thousands of families and caused losses to industries, big and small, from Leyte to Surigao to Cebu and Palawan. They are your constituents, too,” dagdag pa ni Ilagan.

Ipinunto ng grupo na habang ang Malampaya ay nagsu-supply lamang ng 30 porsiyento ng Luzon grid energy needs, kung saan 50 porsiyento lamang ang paksa ng kuwestiyonableng pagbebenta, ang lugar ng serbisyo ng NGCP ay sumasakop sa buong bansa at ang mga pagkabigo nito ay may epekto sa buong bansa.

“While the Senate filed both administrative and criminal action before the Ombudsman against DOE (Department of Energy) Secretary (Alfonso) Cusi and other DOE officials for approving the Chevron Philippines – UC Malampaya transaction, the Senate Committee on Energy has swept under the rug NGCP’s failures.
