NSA chief: ‘Bobo’ walang lugar sa parliyamento

MANILA, Philippines- Hindi pwedeng maging bahagi ng isang parliamentary system ang isang “bobo”, sabi ni National Security Adviser Clarita Carlos nitong Biyernes sa mga senador sa deliberasyon para sa panukalang Charter change (Cha-cha).

Sa gumugulong na deliberasyon ng Senate committee sa constitutional amendments at revision of codes on Cha-cha, ipinaliwanag ni Carlos ang kaibahan sa pagitan ng federal at parliamentary systems.

Dito, binanggit niya ang komposisyon ng parliamentary system habang ipinaliliwanag ang pinagmulan nito.

Base sa kanya, nagmula ang salitang parliament sa French term na “parler,” na nangangahulugang “to talk”.

“That’s why parliament is like talking environment. You talk,” giit ni Carlos.

“If you zipper your mouth there, I mean you will be ousted in the next election. That’s why no bobo (fool) can be member of parliament by the way. I’m sorry for the use of the word but I can’t find any other one which is appropriate,” aniya.

Base kay Carlos, ang miyembro ng parliyamento “who has nothing between his ears” ay mapapatalsik mula rito kapag hindi nakipagtalakayan o nakipagpalitan ng ideya, at kapag hindi nakapag-sustain ng “question hour”.

“Because in the question hour, every member of the parliament will be asked what have you done in agriculture, what have you done in health services and the like and will be made accountable for what he has or has not done,” paglalahad pa niya. RNT/SA
