MANILA, Philippines – Ipinag-utos ni Pangulong  Ferdinand R. Marcos Jr. ang tuluyang paglusaw sa  One-Stop-Shop Inter-Agency Tax Credit and Duty Drawback Center (OSS Center) ng Department of Finance (DOF) alinsunod sa rightsizing policy ng administrasyon.

Sa ilalim ng Administrative Order No. 4 na nilagdaan ni  Executive Secretary Lucas Bersamin noong Pebrero  20, 2023 at ipinalabas, araw ng Miyerkules, ang ginagawa na pagproseso at pagpapalabas ng  tax clearance certificates (TCCs) ng OSS Center ay ililipat sa Bureau of Internal Revenue (BIR) habang ang duty drawbacks na ginagawa pa rin ng OSS Center ay ililipat naman sa Bureau of Customs (BOC).

“All other assets and liabilities of the OSS Center shall be transferred to the Department of Finance (DOF) in accordance with pertinent auditing laws, rules and regulations except all cash separately held in trust or otherwise by the OSS Center, which shall be directly remitted to the National Treasury,” ang nakasaad sa AO No. 4.

Mismong si DOF Secretary Benjamin Diokno  ang nagrekumenda kay Pangulong Marcos  ng abolisyon ng OSS Center para sa dalawang pangunahing dahilan.

“First, some OSS Center officials and employees have been found to have committed a series of several tax credit scams involving billions of pesos over the years,” ani Diokno.

“Second, its abolition and transfer of functions under the BIR and the BOC are in line with the Marcos Jr. administration’s push to right size government. This will streamline revenue operations and reduce administrative expenses,”  dagdag na wika nito.

Binigyang diin pa ni Diokno na simula pa noong 2016, hindi na ginagampanan ng OSS Center ang tungkulin nitong mag-proseso at magpalabas ng kahit na anumang  tax credit certificates.

“It is not practical for the government to provide for its budget every year since it does not perform its functions anymore,” aniya pa rin.

Nakasaad sa AO No. 4 na ang OSS Center personnel  na maaapektuhan ng hakbang na ito ay makatatanggap ng separation benefits maliban na lamang kung itatalaga ang mga ito sa ibang posisyon sa gobyerno.

Ang OSS Center,  na nasa ilalim ng DOF,  ay nilikha sa ilalim ng Administrative Order No. 266 para sa maayos at mabilis na  pagproseso ng tax credits at duty drawbacks sa ilalim ng iba’t ibang batas.

Nakasaad pa rin sa AO No. 4 na  “there is a continuing need for institutional strengthening and promotion of the economy, efficiency and effectiveness in the delivery of public service across all the executive departments and offices, consistent with the rightsizing of the Administration, including the rationalization of functions and activities carried out by the public sector.”

“[It] is the policy of the National Government to rationalize the functional structures of agencies with complementary mandates and promote coordination efficiency and organization coherence in the bureaucracy,” ayon sa AO.

Sa loob ng  90 working days mula ng maging epektibo ang AO,  ang  DOF Secretary “shall fully implement the abolition, including the disposition and transfer of the OSS Center’s functions, personnel and assets as may be necessary.” Kris Jose
