One-strike policy sa fraternity, gang isinusulong

MANILA, Philippines – Nanawagan ang ilang mambabatas sa Department of Education (DepEd), Commission on Higher Education (CHED) Department of Interior and Local Government (DILG) na magpatupad ng one-strike policy sa lahat ng gang, fraternity at ilan pang samahan sa mga barangay, siyudad at munisipalidad.

“I am calling on the DILG, CHED, as well as DepEd, to exercise zero tolerance on all forms of hazing by fraternities, sororities, and other groups. Zero tolerance through a “one strike policy” that results in the blacklisting and “persona non grata” status of any group and persons who conduct, authorize, protect, or provide assistance to conduct hazing,” panawagan ni Bagong Henerasyon Partylist Rep. Bernadette Herrera.

Kasabay ito ng pakikiramay ng kongresista sa pamilya ng estudyanteng nasawi at pinaniniwalaang biktima ng hazing sa Adamson University na si John Matthew Salilig.

“The Anti-Hazing Law has enough provisions, measures, and safeguards. It is now up to the implementors to tighten the implementation at the local government level and with better execution with LGUs.”

Naniniwala si Herrera na mas aktibo ngayon ang mga fraternity sa labas ng paaralan simula nang maging batas ang Anti-Hazing Law dahil hindi na makagalaw ang mga miyembro ng mga ganitong samahan sa loob ng campus.

”It is now up to the DILG mainly to improve the capacity of LGUs to implement the law, especially on community-based fraternities, sororities, and gangs. Help the LGUs especially the barangays to register all of these groups and their members. Identify them so it will be easier to monitor and make arrests when there are violations,” ayon sa mambabatas.

Kinalampag naman ni dating Ako Bicol Rep. Alfredo Garbin ang Department of Health (DOH), Department of Social Welfare and Development (DSWD), DILG at Department of Justice (DOJ) na aksyunan ang lumalalang insidente ng hazing na patuloy na gumugulo sa mga kabataang Pinoy.

“There are mental health and sociological conditions involved in the hazing plague. In much the same way that wars begin in the minds of men, hazing infects the hearts and minds of the Filipino youth who seek peer belonging and affirmation, and those who have been desensitized to the physical harm hazing inflicts upon victims.”

Ani Garbin, kailangang magpatupad ang DOH at DSWD ng mga programang makatutulong sa mental health ng mga kabataan.

“I ask the DOH and DSWD to implement at the barangay level mental health programs, including techniques specific to addressing physical violence behavior, consistent with the National Mental Health Program Act and the laws against hazing.” Meliza Maluntag
