P1.9B refund sa binasurang Russia chopper deal pahirapang makuha-DND

MANILA, Philippines – Inamin ni Defense Undersecretary Jose Faustino Jr. sa mga senador na nahihirapan itong i-refund ang P1.9 bilyong piso na advance payment ng gobyerno ng Pilipinas sa Russia para sa binasurang pagbili sana sa 16 Mi-17 helicopters.

Sa isinagawang Senate committee hearing on finance para sa panukalang 2023 budget ng Department of National Defense (DND), sinabi ni Faustino na may mga suppliers din ang namuhunan sa proyekto.

“The DND-AFP (Armed Forces of the Philippines) recognizes the difficulty of refunding the advance payment as the suppliers also invested in the project,” ayon kay Faustino.

“However, we are now exerting effort to refund the amount through diplomatic channels considering the project was implemented through a government-to-government procurement,” dagdag na pahayag nito.

Wika pa ni Faustino “the project has not been officially terminated or canceled,” dahilan upang magtatag ang DND ng contract termination committee na kasalukuyan ngayong nagsasagawa ng kaukulang aksyon.

Ang advance payment para sa pagbili ng 16 Mi-17 helicopters ay ginawa noong Enero 10, “before the Russian-Ukraine war,” ayon kay Faustino.

Nauna rito, sinabi ni dating DND secretary Delfin Lorenzana, pinuno ngayon ng Bases Conversion and Development Authority na binasura niya ang nasabing kasunduan noong Hunyo 25, o ilang araw bago pa magtapos ang termino ni dating Pangulong Rodrigo Roa Duterte noong Hunyo 30.

“The previous administration deemed that it was no longer feasible to pursue the project given the major sanctions imposed on Russia that affected its financial transactions,” ayon kay Faustino. Kris Jose
