P14.7B calamity fund mamanahin ng PBBM admin

MANILA, Philippines – Maaaring gamitin ng administrasyong Marcos ang natitirang P14.7 bilyong pisong calamity fund para sa “relief and response activities” para sa nalalabing buwan ng taon.

Makikita sa pinakabagong Department of Budget and Management (DBM) data, mula Enero hanggang Hunyo, nagpalabas ang Duterte administration ng P5.9 billion mula sa P20.7 billion kabuuang national disaster risk reduction management fund (NDRRMF) o mas kilala bilang calamity fund na inilaan para sa taong 2022.

Bukod sa P20 billion NDRRMF na nakatala sa record na P5.02 trillion 2022 national budget, ang P4.5 trillion 2021 appropriations na ang validity ay in-extend ni dating Pangulong Rodrigo Duterte hanggang sa katapusan ng taon ay mayroon pang P699.6 billion sa calamity funds.

Sa nakalipas na taon kung saan nagpapatuloy ang NDRRMF, kabilang dito ang P364 million sa national disaster risk reduction and management program (NDRRMP), kung saan tanging P6.7 million ang naipalabas sa first half ng taong kasalukuyan, ang available balance naman ay P357.3 million.

“Subject to the DBM’s approval, the yearly NDRRMP serves as an additional funding source to implementing agencies’ quick response fund (QRF) when their balances breached 50 percent. The DBM defines the QRF as a “standby-fund to be used in order that the situation and living conditions of people in communities or areas stricken by calamities, epidemics, crises, and catastrophes may be normalized as quickly as possible.” ayon sa ulat.

Ang P335.7 million Marawi recovery, rehabilitation and reconstruction program (MRRRP) ay nakapagpalabas ng P335.6 million, kung saan P95.681 ang unreleased.

Sa mga nakalipas na taon, milyong piso ng pondo, na dapat ay gagastusin sa para i-rehabilitate ang mga lugar na winasak ng 2017 siege sa Marawi City, ay na-expired.

“Since the previous administration already released a total of P342.2 million from last year’s continuing calamity funds, the current administration still has P357.4 million to disburse, although P250 million worth were already earmarked and pending approval of the Office of the President (OP),” ayon sa ulat.

“As for this year’s NDRRMF, the national government as of end-June released P5.2 billion out of the P19 billion NDRRMP. Of the 2022 MRRRP worth P1 billion, P425.8 million were already released during the first six months.

As such, a combined P5.7 billion out of the P20 billion 2022 NDRRMF had been released, with a remaining balance of P14.3 billion,” ayon pa rin sa ulat. Kris Jose
