P25M ‘unauthorized’ allowance, benepisyo ng Napolcom, ipinasasauli ng COA

MANILA, Philippines – Ipinababalik ng Commission on Audit (COA) ang P25 million na “unauthorized” allowances at benefits na inilabas ng National Police Commission (Napolcom) sa mga opisyal at empleyado nito kabilang ang mga contractual personnel.

Sa kanilang 2020 audit report, sinabi ng COA na nagbigay ang Napolcom ng public health emergency assistance (PHEA) na P16.58 million, dietary supplement allowance na P1.15 million at iba pang benepisyo at allowances na nagkakahalaga ng P7.28 million.

Ayon sa state auditors, ibinigay ito nang walang legal na basehan at kahit noon pa man ay may rekomendasyon nang itigil ang pagbibigay ng kahalintulad na benepisyo.

“We recommended that management require the concerned officials and employees to refund the unauthorized allowances and benefits amounting to P25,002,128.09,” saad ng COA.

Noong 2019, sinabihan na rin ng COA ang Napolcom na ihinto ang pagbibigay ng milyun-milyong allowances para sa vitamins at supplements.

Samantala, depensa ng Napolcom, ang ibinigay nilang PHEA sa kanilang tauhan sa Central Office ay suportado at sakop ng Presidential Proclamation No. 922 section 2020.

Pero giit ng COA, ang sinasabing presidential proclamation ng Napolcom ay inilabas para sa implementasyon ng Republic Act 11332 bilang tugon sa COVID-19 pandemic.

“It must be noted that RA No. 11332 did not provide specifically the grant of PHEA; thus, the grant of the same [was] construed to be illegal for lacking the necessary statutory basis,” giit ng COA.

“Moreover, the payment of salary was not affected by the pandemic given the fact that the budget for the salary of government employees is included in the annual GAA (General Appropriations Act),” dagdag pa nito. RNT
