MANILA, Philippines- Ipinag-utos ni Vice President at Department of Education Secretary Sara Duterte ang imbestigasyon sa  2021 procurement ng umano’y “overpriced and outdated laptops” sa pammaagitan ng Department of Budget and Management Procurement Service (PS-DBM), ayon sa DepEd nitong Lunes.

Sa isang press conference, sinabi ni DepEd Undersecretary Epimaco Densing na nagsumite ang departamento nitong Lunes ng fraud audit request sa Commission on Audit sa laptop issue.

“Since most of the information is beyond us, considering that these are PS-DBM transactions, and considering that these were transactions done by the previous officials, the Vice president and Secretary Sara Duterte has already permitted us to write a letter to Atty. Jose Calida, Chairperson of COA, to ask him for a fraud audit from COA,” aniya.

Batay sa 2021 audit report, sinita ng COA ang DepEd sa pagbili ng P2.4 bilyong halaga ng mga laptop sa pamamagitan ng PS-DBM kahit na mayroon naman umanong mas mainam at ams murang pagpipilian.

“Isa sa pinaka-importanteng proseso ng pag-procure ay ‘yung tinatawag nating market scanning. Ibig sabihin nito, kapag nagpo-procure ka, bago bumili, kailangan ang ahensya, in this case, PS-DBM, kailangan nagtatanong sa merkado kung magkano ba itong laptop na ito na ganito ang specification. Nung bumalik sila sa Technical Working Group, inilabas itong presyo na P58,000,” sabi ni Densing.

“The reason why we’re asking COA for a fraud audit is the reason why it was downgraded from 1.9 gigahertz to 1.8 gigahertz, and at the same time tumaas din ‘yung presyo [why the price increased], and why is it IntelCeleron because we were very specific in the specifications of the laptop,” patuloy niya.

Iginiit niya na hindi matukoy ng DepEd kung mayroon anomalya sa pagbili ng laptops hangga’t hindi sinasagot ng PS-DBM ang mga alegasyon.

“Nung nalaman namin ‘yan, nakakaramdam din kami ng galit kung sakaling totoo ‘yan at ayaw namin itong mangyari. Kaya ang direktiba sa’min ni Secretary Sara na paimbestigahan niyo na ‘yan para makita kung may iba pang kalokohan o wala,” paglalahad ni Densing.

MANILA, Philippines- Hiniling ng militanteng grupong Kilusang Magbubukid ng Pilipinas (KMP) sa pagdinig ngayon ng Kongreso sa “sugar scandal” na isipin umano ng mga mambabatas at opisyal ng gobyerno ang kapakanan at kalagayan ng mga magsasaka at manggagawa sa industriya ng asukal at mga mamimili.

Ayon sa KMP tinatayang 700,000 manggagawang bukid sa mga asyenda ng tubo at 24,000 manggagawa sa mga sugar mill ang apektado ng matagal na krisis sa asukal.

Sa press statement ng KMP sinabi ng grupo na sa Negros, nasa 310,000 sugar farmworkers at 18,000 sugar mill workers ang apektado ng kawalan ng trabaho at kabuhayan dahil sa seasonal dead season sa pagitan ng pagtatanim at pag-aani o Tiempo Muertos sa mga plantasyon ng asukal. “Taon-taon, ang mga manggagawa sa asukal ay nagtitiis ng gutom at kahirapan sa panahon ng patay habang ang mga walang prinsipyong opisyal ay hindi makapaghintay na kumita ng kita mula sa pag-aangkat ng asukal.”

Kaugnay nito sisiyasatin ng House committees on good government and public accountability, at committee on agriculture and food ang kautusan umano ng Sugar Regulatory Administration (SRA) na nagpapahintulot sa pag-aangkat ng 300,000 metric tons ng asukal kasunod ng pagtaas ng presyo ng domestic sugar sa P100 kada kilo nitong unang bahagi ng buwan.

Nauna rito magugunitang tinanggihan ni Pangulong Marcos Jr. ang hindi pagpapahintulot sa importasyon ng asukal dahilan umano para malagay sa balag ng alanganin ang SRA.

“The government’s importation policy remain as the biggest fiasco within the Sugar Regulatory Administration and the Department of Agriculture. Importation have been synonymous to corruption. May mga kumikita talaga at kumakapal ang bulsa dahil sa mga kontrata sa importasyon ng asukal, bigas at iba pang agricultural products . Labas pa dito ang kinikita ng mga protektor ng smugglers na nasa gobyerno,” ayon kay dating agrarian reform secretary Rafael Mariano. Ang mga pinuno ay dapat na patuloy na gumulong sa SRA at sa DA. “Dapat gamitin ni Marcos Jr. ang political will para mapigil at mabunot ang importasyon at smuggling mafia sa loob ng DA.”

Idinagdag pa ni Mariano: “Dapat ding tapat na gamitin ng Kongreso ang kapasidad sa pangangasiwa nito at tukuyin na ang mga dekada ng liberalisasyon at importasyon = humantong sa pagbaba at malapit na pagkasira ng domestic agriculture. Kailangan natin ng higit pang mga batas na tunay na magpapaangat sa estado ng lokal na agrikultura at mga producer ng pagkain, lalo na ang mga magsasaka,” sabi ng dating mambabatas. Santi Celario

MANILA, Philippines- Kayang pangasiwaan ng bansa ang population growth nito sa pamamagitan ng patuloy na implementasyon ng family planning at reproductive health programs.

“Ideally, a population growth rate of 1 percent can maintain a good number of effective workers who can support older, retired, or partly retired seniors,” ayon kay Commission on Population and Development (POPCOM) Executive Director Undersecretary Juan Antonio Perez III.

“Conditions will get worse if the country keeps growing at a rate of 1.6 percent, which was seen before the Covid-19 pandemic,” anito.

“This effective workforce is crucial not only to support pensions of older Filipinos but also to cover increasing costs of geriatric health care and social services for disabled and isolated older Filipinos,” ang pahayag pa rin ni Perez.

Base sa 2020 Census of Population and Housing na isinagawa ng Philippine Statistics Authority, ang percentage share ng mga kabataang pinoy na may edad na 5 pababa ay bumaba ng 10.2% noong 2020 mula 10.8% noong 2015 at 12.6% noong 2000.

“The decreasing number of children is indicative of the choice of women and couples to have smaller families with just two children at the most,” ayon kay Perez.

“Worldwide as well, the trend in the last half century is for smaller families. The number of seniors is on the rise due to better health and socioeconomic conditions. Seniors are better educated and have healthier lifestyles,” aniya pa rin sabay sabing “the relatively large numbers in the age group 5 to 14 who will gradually join the workforce up to 2035 can be an advantage or a disadvantage.”

“Policies which take advantage of this potential can reap a demographic dividend during this period, with policies to increase the employability of the young and women, greater entrepreneurship, incentives for local MSMEs (Micro, Small and Medium Enterprises), and increasing financial literacy. The bane of social unrest and instability will result from increasing poverty in the general population and joblessness among the young Filipinos,” litaniya ni Perez.

MANILA, Philippines- Inilatag ni Department of Science and Technology Secretary Renato Solidum nitong Lunes ang mga plano na aniya ay alinsunod sa socio-economic agenda ng Marcos administration.

Sa Palace public briefing, sinabi ni Solidum na may mga plano sila para sa paglikha ng trabaho, research and development, food security and resiliency, kalusugan, at human resource development.

“Nandyan po ‘yung job creation sa pamamagitan ng science technology and innovation and also this is for countryside development,” pahayag niya.

Sinabi rin niya na ang DOST ay may science para sa change program na tututok sa research and development engagement para sa mga organisasyon sa DOST at sa higher education institutions. Idinagdag din niya na tutulong siya sa start-ups at small at medium enterprises.

“Pagdating naman po sa food security, meron pong mga tinitignan diyan na posibleng makatulong sa production ng agricultural crops tulod po nung plant growth o water,” ani Solidum.

“Magkaiba po ito sa fertilizer na nilalagay sa lupa, display lang po ito sa dahon, pwede po magkaroon ng 15 to 30% increase in rice yield. Ganon rin po sa munggo at iba pang crops,” patuloy niya.

Samantala, inilahad niya na sinimulan na ng DOST ang Virology and Vaccine Institute of the Philippines.

“Habang hindi pa naisasabatas, meron na pong mga proyekto na ginagawa ang iba’t ibang ahensya ng DOST patungkol sa virus na puwedeng makaapekto sa tao at siyempre sa mga hayop at halaman kasi importante ito sa food supply,” paglalahad niya.

“At marami na po tayong nahihikayat na mga Pilipino na at least panandalian ay tumulong sa iba’t ibang ahensya, ‘yung mga unibersidad, para ma improve po ang ating research,” dagdag ng DOST chief.

“‘Yung human resource development ay pagpapatuloy po ang ating scholarship sa Philippine Science High School, sa mga undergraduates, masters, and PhD degree.” RNT/SA
