Pag-amyenda sa Konstitusyon ‘di mamadaliin – Rodriguez

MANILA, Philippines – Siniguro ng House of Representatives’ committee on constitutional ammendments at Cagayan de Oro 2nd District Rep. Rufus Rodriguez na hindi mamadaliin ang panukalang pag-amyenda sa Konstitusyon.

Ito ay makaraang ihayag sa unang pagdinig patungkol dito nitong Miyerkules, Disyembre 14, ni Gabriel party-list Rep. Arlene Brosas ang kanyang mga pangamba sa mga panukala katulad ng House Bill No. 4926 na baka madaliin din ito katulad ng ilang mga panukala.

“I hope this committee, we will truly delve into the details of the measures we are about to take. Mr. Chair, as a manifestation, I hope we do not fast-track discussions on these and that we should listen to all sectors — not only those in Congress but more importantly, those outside, we should listen to their opinion and understanding of measures that we want to pass,” pahayag ni Brosas.

“I hope this will not, we will not (fast-track) this like the other measures last time, where in just about three days we have discussed it at the plenary. I hope we could give a chance for everybody to be heard, especially experts and panelists who are not only present through Zoom and online hearings, but also those who listen to us,” dagdag pa niya.

Bilang tugon, sinang-ayunan ni Rodriguez ang saloobin ni Brosas at siniguro nitong makakasama ang lahat ng mga mambabatas sa pagpapakilala ng mga resource persons na iimbitahan sa diskusyon.

“The Chair fully agrees with Congresswoman Brosas, this will be discussed thoroughly, all organizations and persons interested to participate in the committee hearing will be welcome, and so we will ask, in fact, our members who are present to give us names of organizations and persons that the committee secretary will invite,” ani Rodriguez.

“And certainly this will not be, we are not going to rush this, these are very important resolutions filed on the fundamental law, the basic law of the land, so we cannot therefore hurry this up,” dagdag pa niya.

Aniya, gagawin din sa probinsya ang mga pagdinig sa mga proposed amendments sa Konstitusyon upang talagang mapakinggan ang saloobin ng mga tao tungkol dito.

“And I agree that we will conduct hearings not only here in Manila, different organizations in Metro Manila, we are going to the provinces so that we will be able to hear all the people of our country in the different regions,” paliwanag pa ni Rodriguez.

“So we assure Congresswoman Brosas that we are going to have everyone who wish to participate be invited to speak on any of these measures that we have already seen,” dagdag ng mambabatas.

Ngayong araw ay dininig ng panel ang mga may-akda at proponents ng walong panukala kabilang ang HB No. 4926 ni Camarines Sur 2nd District Rep. LRay Villafuerte na nagnanais na magtakda ng mga pagbabago sa foreign ownerships sa mga negosyo. RNT/JGC
