Pagbuo ng disease control center, virology institute gumulong na sa Kamara

MANILA, Philippines – Aprubado na ng House Committee on Health ang panukalang pagbuo ng Philippine Center for Disease Control (CDC) and Virology Institute.

Sa ilalim ng inaprubahang panukala ang CDC ay magkaroon ng kapangyarihan sa lahat ng usapin patungkol sa disease prevention and control kabilag dito ang technical guidance sa pagbuo ng polisiya, programa, standards, guidelines, monitoring and evaluation system at pagbuo ng Epidemiology and Surveillance Units, testing laboratories at pagdedeklara ng public health emergency.

Ang CDC ay isasailalim pa rin sa hurisdiksyon ng Department of Health(DOH) gayunpaman may ilang units ng ahensya ang ililipat sa kontrol ng CDC kasama dito ang Epidemiology Bureau, Research Institute for Tropical Medicine, Sexually Transmitted Disease – Acquired Immune Deficiency Syndrome Cooperative, Central Laboratory International Health Surveillance Division ng Bureau of Quarantine, Disease Prevention and Control Bureau, Mental Health Division, Cancer Division at Oral Health Division.

Sa explanatory note ng panukala ni Nueva Ecija Rep. Mikaela Suansing, sinabi nito na mahalagang magkaroon ang bansa ng CDC kasunod na rin ng naranasang COVID-19 outbreak.

“These outbreaks, particularly the sudden rise of COVID-19 cases in 2020, highlighted the government’s lack of preparedness and capability in our public health units to effectively prevent and control the spread of communicable and infectious diseases. The Department of Health’s efforts are duly recognized, however, there is clearly a need to reform the government’s current policies on disease threats and control of infectious diseases. It is in the nation’s best interest to create a technical authority on all matters regarding disease prevention and control,” pahayag niya.

Maliban sa disease control ay magtatatag din ng Virology Institute, kung saan ang mandato nito ay ang pananaliksik gamit ang modernong paraan gaya sa larangan ng molecular biology o biotechnology, diagnostics, vaccines, pagkakaroon ng network ng database para sa virus infections, virus gene bank, virus genome laboratory at virus reference laboratory.

Ang Virology Institute ay isasailalim naman sa Department of Science and Technology.

Iginiit ni Tingog Partylist Rep. Yedda Romualdez na mahalaga na mayroong vitology department ang bansa upang agad na mapag aralan ang mga lumalabas na virus upang maging handa ang bansa sa anumang aberya.

“The proposed establishment of the Philippine Virology Science and Technology Institute is a concrete step and strategic response not only in our fierce fight against the COVID-19 pandemic, but also in ensuring our public health emergency preparedness and response. The proposed institute may [also] explore other fields, such as enteric infections and respiratory infections, central nervous system infections, viral infections in the immunocompromised hosts, antiviral and antimicrobial resistance, viral diversity, plant and animal pathology, plant and animal virus interactions, and major plant and animal viruses, including the development of vaccines, diagnostics, and therapeutics,” pagtatapos pa ni Romualdez.
