Pagbuwag sa ARTA tinutulan ng higit 30 grupo

MANILA, Philippines – Tinutulan ng mahigit 30 grupo na pawang mga local business associations at foreign chambers, ang panawagan ng Ombudsman na buwagin ang Anti-Red Tape Authority (ARTA).

Sa isang joint statement nitong Lunes, Oktubre 17, nagpahayag sila ng pagkabahala sa posibleng epekto ng pagbuwag sa opisina na ang mandato ay padaliin ang pagnenegosyo sa bansa.

“We were concerned when the Ombudsman called for ARTA’s abolition,” ayon sa statement.

“We agree that the Ombudsman within the wide scope of its authorities, has a role to play in improving government services, but ARTA’s primary role is to improve government services,” dagdag pa.

Inilabas ang pahayag na ito isang buwan makaraan sabihin ng Office of the Ombudsman na hihilingin nila ang Kongreso na buwagin ang ARTA dahil sa pagiging “unconstitutional” nito at nahihigitan ang kapangyarihan ng Ombudsman.

Ang pagbuo ng ARTA na nasa ilalim ng Section 17 ng Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery ay pinirmahan noong Mayo 2018 ni dating pangulong Rodrigo Duterte.

Sa ilalim ng naturang batas, sisiguruhin ng ARTA na magiging mabilis at simple na ang transaksyon sa mga ahensya ng gobyerno at magtatagal lamang ng hanggang tatlong araw o mga complex transactions ng hanggang pitong araw.

“We would like to appeal to the Ombudsman to work with ARTA, so they may together give us the improvement in government services we need, and continue the upgrading that has been started so effectively,” ayon sa mga grupo.

Kabilang sa mga pumirma sa joint statement ay ang Alyansa Agrikultura, American Chamber of Commerce of the Philippines, Anvil Business Club, Australian-New Zealand Chamber of Commerce Philippines, at ang Canadian Chamber of Commerce of the Philippines.

Maliban dito, kasama rin ang Cebu Business Club, Cebu Leads Foundation, Connected Women, Employers Confederation of the Philippines, European Chamber of Commerce of the Philippines, Federation of Indian Chambers of Commerce Inc., Filipina CEO Circle, at ang Financial Executives Institute of the Philippines.
