Pagbuwag sa PS-DBM muling inihain sa Kamara

MANILA, Philippines- Kasunod ng kontobersiya sa pagbili ng laptop ng Department of Education(Deped), muling inihain ng Makabayan Bloc sa House of Representatives ang panukalang pagbuwag sa Procurement Service ng Department of Budget and Management.

Sa House Bill 3270 na inihain nina Alliance of Concerned Teachers party-list Rep France Castro, Gabriela party-list Rep. Arlene Brosas at Kabataan party-list Rep. Raoul Manuel iginiit nito na ang PS-DBM ang syang nagiging ugat ng korupsyon sa gobyerno.

“The directive of the 1987 Constitution to maintain honesty, integrity, and transparency in public service and the Republic Act 9184, or the Government Procurement Reform Act, which mandates all procurement entities to establish a single Bids and Awards Committee, have made the PS-DBM archaic and irrelevant. Worse, it became a breeding ground for graft, corruption, inefficiency, and negligence of the duties of other government agencies. Thus, this bill seeks to abolish the DBM-PS,” nakasaad sa resolusyon.

Sinabi ni Castro na ang DBM-PS ay itinatag para syang mangasiwa sa pagbili ng mga kagamitan ng gobuerno ngunit taliwas sa mandato nito ang kanilang ginagawa bagkus ay naging ‘one stop, corruption shop’.

Hindi lamang umano ang anomalya sa Deped na bumili ng mas mahal at outdated na unit ang ginawa ng DBM-PS bagkus nagkaroon din ng mga iregularidad ang transaksyon nito sa Department of Health (DOH) at Bureau of Fire Protection (BFP).
