Pagdevelop ng Natural Gas Industry isinusulong bilang sagot sa mataas na fuel price

MANILA, Philippines- Iminungkahi sa Kamara ang pagdevelop sa natural gas industry upang masabayan ng bansa ang mataas na demand at patuloy na paglobo sa presyo ng langis sa pandaigdigang pamilihan.

Sa House Bill No 4097 na inihain nina Benguet Rep Eric Yap at Davao City Rep Paolo Duterte isinusulong nitong magtatag ng regulatory framework para idevelop ang sektor para sa natural gas sa harap na rin ng inaasahang pagbaba ng supply na nakukuha sa Malampaya gas field.

Ang Malampaya deepwater gas-to-power project ay nagbigay sa bansa ng US$12 billion revenues at dito din kumukuha ang bansa ng 20% supply nito subalit paubos na ang supply nito at inaasahang magtatagal na lamang ng ilang taon.

“Congress needs to act fast in passing HB 4097 and other similar measures in order to anticipate the elevated demand for electricity. The dwindling gas reserves could lead to the country importing liqueified natural gas (LNG) if no alternatives are found”paliwanag ni Duterte.

Idinagdag pa ni Duterte na sa kabila ng pagtatag ng Philippine Energy Plan (PEP) ay nakaamba pa rin ang banta ng blackouts kung hindi mapapalakas ng bansa ang natural gas. This bill seeks to ensure the delivery of secure, sustainable, sufficient, affordable and environment-friendly energy to all economic sectors in the country,” giit pa nito.

Ang downstream natural gas industry na nakapaloob sa panukala ay kinabibilangan ng transmission, distribution, supply, importation, storing, regasification at distribution ng natural gas sa end-users.

“To encourage the investments needed for the construction, operation and maintenance of, and conversion to, natural gas facilities, such projects as certified by the Department of Energy (DOE), shall be included in the Strategic Investment Priority Plan (SIPP) for the next 10 years following the enactment and effectivity of the bill into law”nakasaad pa sa panukala.

Upang makahikayat ng investors nakapaloob sa panukala na bibigyan ang mga ito income tax holidays at zero value-added tax (VAT).

“Under the bill, the operation of LNG terminals, natural gas transmission systems, and natural gas distribution systems, including own-use facilities, are considered energy projects of national significance whose implementation shall not be subject to unnecessary administrative processing delays”paliwanag pa ni Duterte kung saan hindi na rin hihingan ng legislative franchise ang operators ng transmission at distribution pipelines bagkus ay tanging Certificate of Public Convenience and Necessity (CPCN) na iisyu ng Energy Regulatory Commission (ERC).

Sa oras na maisabatas ang Natural Gas Industry Development Plan (NGIDP) ay ang Department of Energy(DOE) ang syang magiimplementa habang ang ERC ang magtatakda ng kondisyon sa operasyon nito. Gail Mendoza
