Paggamit ng confidential, intel fund ‘daraan sa butas na karayom’–Angara

MANILA, Philippines – Tiniyak ni Senador Sonny Angara na masusing babantayan kumbaga dadaan sa butas ng karayom upang matiyak na maayos ang paggamit ng confidential at intelligence funds at maiwasan ang pang-aabuso ng ilang ahensiya ng pamahalaan.

Sa pahayag, sinabi ni Angara, chairman ng Senate committee on finance, na isasailailm sa pagsusuri ng Kongreso at Commission on Audit ang lahat ng CIF upang mapawi ang pag-aalala ng karamihan sa pang-aabuso.

“The scrutiny of confidential and intelligence funds (CIF) is guaranteed by law, through the General Appropriations Act (GAA), the initiative of the Senate, and as part of the mandate of the Commission on Audit,” ayon kay Angara.

Aniya, may probisyon sa GAA na nagtatakda ng magsumite ng regular report ang lahat ng ahensiyang nakakuha ng CIFs sa dalawang kapulungan ng Kongreso at Office of the President.

“For confidential fund recipient agencies and offices, they are required to submit quarterly accomplishment reports to both the President and the two Houses of Congress,” aniya.

Sa paggastos naman ng intelligence funds, dapat makapagsumite ang mga ahensiya ng quarterly repor sa Pangulo.

“The guidelines on the allocation, use and reporting on the confidential and intelligence funds are contained in Joint Circular 2015-01 issued by COA, DBM, DILG, the GCG and DND. On top of this, the Senate, through Senate President Migz Zubiri has initiated the creation of a select oversight committee to look into the use of the funds. These are in place to ensure the proper use of these funds,” ayon kay Angara.

“There will be periodic meetings of the select oversight committee to assess whether these funds are being used wisely by the agencies involved,” dagdag ni Angara.

Kamakailan, inihain ni Zubiri ang Senate Resolution No. 302 na naglalayong lumikha ng Select Oversight Committee on Confidential and Intelligence Funds.

“The creation of the oversight committee has been done since the 10th Congress to look into the use of the CIF. Under the resolution, the oversight committee will “enable the Senate to oversee the efficiency of concerned government institutions in the production of accurate and timely intelligence information to better deal with the threats to national security, including the maintenance of peace and order, thereby providing a safety environment and secure place of abode to the people,” ayon sa resolusyon.

Para sa 19th Congress, kabilang sa miyembro ng komite sina Zubiri as the chairman and Senators Angara, Ronald Dela Rosa, Majority Leader Joel Villanueva, at Minority Leader Aquilino Pimentel III bilang miyembro.

Sinabi pa ni Angara na inaatasan din ang COA na magsagawa ng awdit sa paggamit ng CIF hindi katulad ng regular audits na isinapupubliko ang resulta.

“Because of the nature of these funds, since they are linked to national security, safety, counter-terrorism, you cannot just expose these publicly. They are linked to certain things that are established to be essential to the safety of our people, to the existence of the State, etc.,” paliwanag ni Angara.

Aniya, ganoon din sa trabaho ng oversight committee na mananatiling confidential dahil sensitibo ang isyu na sinusuri.

“Little is known about these funds but in the process we learn that there are disallowances on the use of these funds. For instance, you cannot use it to pay salaries and to buy certain things. COA has also historically been looking at these expenses and there are limitations to its use, unlike the common perception that these funds can be used for anything and everything. That is not true,” ani Angara.

Sa ilalim ng Joint Circular 2015-01, ang CFs at IFs ay hindi maaaring gamitin ang pagbabayad ng sahod o ibang benepisyo, representation o consultancy fees o para sa pagtatayo o pagbili ng gusali o bahay.
