Paghimay sa 2023 proposed budget swak sa target date – House leader

Manila, Philippines – Handa na ang House Committee on Appropriations na ihain sa mga kongresista ang P5.268 National Expenditure Program (NEP) para masimulan ang sama-samang paghimay at debate ukol sa 2023 General Appropriations Bill (GAB).

Tiniyak ni House Majority Leader Jose Manuel Dalipe na sa pagpasok ng linggong ito ay handa na ang komite para sa sponsorship, debate at sagutin ang mga katanungan para sa badyet ng gobyerno sa susunod na taon.

Ayon kay Dalipe, hindi tumigil aniya ang komite sa pangunguna ng chairperson na si Ako Bicol partylist Rep. Zaldy Co at mga kasamahan nito na makipagpulong sa iba’t ibang departamento na aniya’y maituturing na “record-breaking pace to scrutinize the budget” at upang matiyak na ito ay makatutulong sa pangangailangan ng mamamayan at makasusunod sa spending requirement ng administrasyong Marcos.

Tiniyak din ni Dalipe matapos pasalamatan at purihin ang pagsisikap na ginawa ng lahat ng miembro ng Appropriations Committee na ang mga probisyon sa panukala ay transparent at above-board.

“The House leadership is confident that the NEP will be adequately reviewed and scrutinized to ensure that the best interest of our people is protected. We will not allow any manipulation by any syndicate or by any group to favor certain groups or individuals. Di po papapayagan ng House leadership sa pamumuno ni Speaker Martin Romualdez ang mga maling kalakaran sa paggamit sa ating budget. We will scrutinize the budget and ensure the judicious allocation and use of our national budget,” dagdag pa ni Dalipe.

Sa utos na rin ni House Speaker Martin Romualdez sinabi ni Dalipe na ang House Appropriations Committee at ang House Committee on Rules ay nagkasundo na ihain na sa plenaryo ang 2023 NEP upang pormal na masimulan ang debate sa Martes, September 19.

Mauunang maisasalang sa debate ang panukalang badyet para sa Department of Finance, at mga ahensyang nasa ilalim nito gaya ng National Economic and Development Authority, Ombudsman; Commission on Human Rights, Human Rights Violations Victims’ Memorial Commission; Commission on Elections; Department of Science and Technology, Anti-Red Tape Authority at Mindanao Development Authority.

Sa Miyerkules ay nakatakda namang isalang sa debate ang panukalang alokasyon para sa mga State Universities and Colleges (NCR, Regions I to CARAGA Region, CAR, BARMM); Commission on Higher Education; Climate Change Commission; Commission on Filipinos Overseas; Games and Amusement Board; Philippine Space Agency; Philippine Sports Commission; Movie and Television Review and Classification Board; Commission on the Filipino Language; Film Development Council of the Philippines; Optical Media Board; National Commission for Culture and the Arts; National Commission for Culture and the Arts; National Historical Commission of the Philippines; National Library of the Philippines; National Archives of the Philippines; Philippine Racing Commission; Philippine Competition Commission; Governance Commission for GOCC.

Gayundin din ang Budgetary Support para sa mga Government Corporations; Cultural Center of the Philippines; Philippine Center for Economic Development; Development Academy of the Philippines; Authority of the Freeport Area of Bataan; Cagayan Economic Zone Authority; Bases Conversion and Development Authority; Subic Bay Metropolitan Authority; Southern Philippines Development Authority; Zamboanga City Special Economic Zone Authority; Allocation to Local Government Units and the Metropolitan Manila Development Authority; Department of Justice, including Attached Agencies; Civil Service Commission Including Career Service Executive Board at ang Department of Human Settlements and Urban Development.

Sa Huwebes ay isasalang naman sa deliberasyon ang alokasyon ng Judiciary; Office of the Vice President; Department of Education, Dangerous Drugs Board; Philippine Drug Enforcement Agency; Anti-Money Laundering Council at Department of Health at mga ahensyang nasa ilalim nito.

Sa Biyernes ay isasailalim floor debates ang alokasyon ng Department of Agrarian Reform; Department of Labor and Employment, Department of Migrant Workers; Department of National Defense, at ang Office of the Presidential Adviser on Peace, Reconciliation, and Unity.

Ayon kay Dalipe posibleng matapos aniya ang debate sa plenaryo sa September 28 upang ito ay maaprubahan ng Kamara ng hanggang sa September 30. Meliza Maluntag
